Job Description

Responsibilities:

  • Support the IT Leadership Team in defining and executing the overall Offshore Development Centre (ODC) strategy, including planning, developing, and implementing the ODC. Conduct holistic reviews of ODC performance and recommend continuous improvement initiatives.
  • Lead the ODC Management Office with the following key responsibilities:

.Build and maintain strong business relationships with ODC partner(s), serving as the primary liaison between AA and the ODC to foster a trusted and collaborative partnership.

.Oversee the smooth transition of support and maintenance services from existing suppliers to the ODC partner, ensuring business continuity and service quality.

.Work closely with the ODC team to define and review the project pipeline, ensuring the availability of suitable resources with the right skill sets for timely project delivery.

.Manage and monitor ODC application development and maintenance costs to ensure cost effectiveness and optimal resource utilization.

.Collaborate with other IT governance units (e.g., Cybersecurity, Management Services, Infrastructure, Operations) to ensure ODC operations, practices, and environments fully comply with AA IT standards.

.Define, maintain, and continuously enhance the required processes, templates, and governance mechanisms, ensuring deliverables are kept current and aligned with evolving needs.

.Establish and manage the overall ODC performance management framework, including execution, reporting, and presentation of results and insights at the ODC Steering Committee in regular basis.

.Proactively identify opportunities for service enhancement, process improvement, and expansion of ODC service offerings.

.Provide daytoday supervision and guidance to the Assistant Manager, IT (under the ODC Management Office), supporting issue resolution and operational efficiency.

  • Perform other PMOrelated duties as assigned by the supervisor.

Requirements:

  • Degree holder in Computer Science/ Engineering, Information Technology/ Systems/ Business Administration, or related disciplines

  • Project Management Professional (PMP) certifications, Agile Scrum Master certifications, User Experience, Design Thinking or equivalent certifications preferred

  • 8 years or more IT experience with at least 6 years on day-to-day management, planning, design, development of IT project management office (PMO) or similar experience

  • Experience in managing ODC or similar organization setup is preferred

  • Experience in project management / delivery is preferred

  • Mature, self-motivated, customer-oriented with excellent communication and project management skill

  • Good command of written and spoken Chinese and English. Fluency in Mandarin is preferred
