The Job
Ensure compliance with FWD Group standards, local policies and procedures, and adherence to applicable legislation and regulations:
- Assume the role of Money Laundering Reporting Officer Delegate.
- Lead the Financial Crime Compliance Due Diligence (FCC DD) Team to maintain daily FCC DD operations. Ensure teammates to provide both qualitative (accuracy, completeness, clarity of documentation) and quantitative performance (timeliness, volume, productivity metrics) on case reviews.
- Extensive hands-on experience in assessing complex financial crime risk indicators such as source of wealth/funds, beneficial ownership, jurisdictional risks, and transaction patterns. Provide expert judgment on high-risk cases and ensure appropriate escalation and documentation.
- Conduct Annual Institutional Risk Assessment on ML, TF and Sanctions and assessment on new initiatives/ workflows/ any other material changes to business.
- Conduct risk assessment on new initiatives/ workflows/ any other material changes in relation to FWD.
- Review/ submit regulatory filing to regulator. Handle enquiries/ on-site inspections by related authorities
- Review internal suspicion reports and file STR to JFIU or Financial Intelligence Agency Bermuda (FIA) as needed
- Reply to HKIA, BMA and where appropriate, law enforcement agencies as needed to ensure any knowledge, suspicion or reasonable grounds for suspicions of ML/TF is properly and promptly disclosed.
- Deliver Compliance training and awareness programs to promote a strong compliance culture.
- Maintain the Internal Blacklist on STR reported/ clients that are not accepted by the Company.
- In the event of outsourcing, ensure the service provider has AML/ATF systems, controls and procedures that are in compliance with Bermuda requirements.
- Provide guidance to junior staff on compliance-related subject matters.
The Person
- Bachelor's degree in law, business or finance
- Familiar with insurance related legislations and regulatory requirements in Hong Kong and Bermuda
- Previous MLRO experience in insurance companies or banks is highly preferrable
- Minimum of 10 years relevant experience in insurance, financial services industry or regulatory bodies in legal, compliance, management, or internal control functions
- Hands-on experience in trust-related advisory work and knowledge in Bermuda regulations is an advantage
- Professional qualification in accounting or law is an asset
- Understanding of insurance regulatory framework of different lines of businesses
- Knowledge of applicable laws, regulations, rules and codes of conduct
- Solid knowledge and experience of compliance risk assessments including quantification and thresholds, internal control infrastructure and policy/ guideline development
- Positive attitude and willingness to accept new challenges, initiate changes and responsibility
- Excellent communication and writing skills
- Confident and highly developed interpersonal skills
- Ability to work independently yet exercising sound judgment on reporting to supervision
