Job Description

SENIOR STRUCTURAL ENGINEER (OFFSHORE WIND)

  • Location: Taipei, Taiwan (with frequent site visits to Budai & Offshore)
  • Company: Global Integrated Energy Leader (Renewables Division) with 100,000 staff globally

1. ROLE PURPOSE

  • As the company expands its renewable capacity toward a target of 100GW by 2030, the Offshore Wind team is scaling its global project portfolio. The Senior Structural Engineer is a critical hire within the Technical and Contractor Management (TCM) team.
  • In this dual-focus role, you will act as the Project Manager for the Lifetime Extension (LTE) Project while providing high-level structural expertise to the Balance of Plant (BOP) engineering team. You will ensure the structural integrity of the Yunlin Offshore Wind FarmCompany's flagship offshore operatorship in Taiwansetting the technical blueprint for future global offshore assets.

2. KEY RESPONSIBILITIES

A. HSE Leadership & Risk Mitigation

  • Safety Governance: Ensure all structural inspections and maintenance activities strictly adhere to local/international regulations and the company's Golden Rules.
  • Risk Assessment: Lead comprehensive structural risk assessments for both onshore and offshore works; develop and implement robust mitigation strategies.
  • Incident Investigation: Drive root-cause analysis (RCA) for structural near-misses or failures and lead corrective action planning to prevent recurrence.

B. Lifetime Extension (LTE) Project Management

  • Strategic Development: Lead the LTE project in partnership with Subsea Engineering to define the long-term inspection and maintenance strategy for the wind farm.
  • Integrity Analysis: Audit and review current maintenance schemes against the actual health status of the assets to determine extension requirements.
  • Campaign Execution: In collaboration with the Offshore BOP Engineer, manage the implementation of inspection and maintenance campaigns specifically designed for lifetime extension.
  • Contractor Management: Oversee specialized contractors executing structural LTE works, ensuring quality, safety, and schedule adherence.

C. Operational Support & Technical Expertise

  • BOP Support: Provide daily technical guidance to BOP Engineers on structural integrity and civil building repairs.
  • Expert Feedback: Act as the primary technical point of contact for the wider Technical Team, providing analytical feedback on regular inspection campaigns.

D. Performance Monitoring & Digital Innovation

  • Advanced Monitoring: Analyze structural health data from SHMS, ICCP, and SCADA systems to identify early-stage degradation or fatigue.
  • KPI Development: Define and monitor KPIs for structural integrity, maintenance efficiency, and system reliability in coordination with HQ technical experts (One Tech).
  • Digital Twin Strategy: Evaluate and implement commercial or internal Digital Twin solutions based on accumulated damage data and fatigue estimates.
  • Financial Oversight: Provide technical input for budgeting, forecasting, and asset life enhancement retrofitting opportunities.

E. Documentation & Work Management

  • Maintenance Protocols: Support the development of O&M manuals, Spare Parts strategies, and risk-based inspection programs.
  • Operational Coordination: Synchronize on-site structural works with operations teams to minimize downtime during low-wind/low-impact periods.

3. CANDIDATE PROFILE

Education & Experience

  • Academic Background: Degree in Structural or Civil Engineering.
  • Industry Tenure: Minimum 8 years of operational or consultancy experience, specifically in heavy civil or offshore structures.
  • Project Management: Proven track record of managing complex engineering projects from strategy through to execution.
  • Sector Expertise: Direct experience in Offshore Equipment, asset integrity management, and maintenance systems is highly preferred.

Technical & Soft Skills

  • Regulatory Knowledge: Deep understanding of international structural codes, offshore standards, and technical specifications.
  • Analytical Rigor: Proficient in data analytics (SHM/SCADA) with the ability to translate complex data into executive performance reports.
  • Adaptability: Thrives in a fast-paced, high-pressure environment with the ability to work outside a traditional comfort zone.
  • Collaboration: A strong team player capable of managing transverse relationships between local teams and Global HQ in Paris.
  • Languages: Fluent in English. Mandarin skills are a significant advantage for local stakeholder management but are not mandatory.

4. CONTEXT & ACCOUNTABILITY

  • The Yunlin Offshore Wind Farm represents a milestone for the company as its first offshore operatorship in Taiwan. As such, the Senior Structural Engineer is accountable for the identification of structural risks, the successful implementation of monitoring systems, and the overall technical success of the Lifetime Extension strategy, which will serve as the model for future global operations.
