The Digital & Technology (IT) Department supports the organisation's mission by delivering secure, reliable, and user-centric technology services across all preschools and corporate functions. The team oversees core enterprise systems, network and infrastructure operations, digital learning platforms, and centre-based technologies.
Working closely with educators, operations, and corporate teams, the department drives digital transformation, enhances service delivery, and ensures strong data governance. Its key functions include IT infrastructure and operations, enterprise applications, digital solutions, and cybersecurity governance.
This role is responsible for supporting business needs through the implementation and maintenance of IT applications, whilst ensuring governance. This role requires a strong blend of technical expertise, project management skills, and stakeholder coordination to deliver and support complex / custom-built technology initiatives across cloud, AI, data and enterprise platforms. This role reports to the Head of Application Services.
Key Responsibilities
- Project and Application Services Management
- Lead end-to-end delivery of technical application projects across cloud, AI, data and enterprise platforms
- Partner with Architecture team to ensure solution design complies with enterprise design principles, security and control standards
- Manage outsourcing of new projects, enhancements and maintenance / support of IT applications
- Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Ensure effective vendor management to meet stakeholder expectations for project delivery and service level agreements
- Submit budget proposals and recommend subsequent budget changes for IT systems where necessary. Monitor and track project expenditure within budgets
- Provide and manage the budget and cost for new project implementations as well as maintenance & support. Monitor and track expenditure within budgets, managing operational governance and reporting for budget and forecast.
- Conducts all project management activities/tasks to ensure schedule, benefit/cost, and quality goals are achieved.
- Define project scope, goals, timeline and deliverables that support business goals in collaboration with project sponsors and stakeholders
- Develop full-scale project plans, related communication documents and keeping project documents complete and current
- Lead the project and business teams through integration testing and UAT; manage and resolve test defects.
- Proactively manage changes in project scope, identify and solve issues, identify potential risks and devise contingency plans
- Plan and manage the maintenance and upgrade of IT systems
- Manage the interfaces and integration between IT systems
- Maintenance & support of IT applications including incidents response and resolution in accordance to service level agreements
- Ensure compliance, represent in audit of IT applications and resolution of audit findings, if any
- Reporting & Governance
- Establish, monitor and report key performance metrics, project progress and budgets for management to understand performance and return on investments
- Develop and cascade governance frameworks, policies and controls to ensure delivery of business value
- Provide the budget and cost for projects, managing operational governance and planning budget and forecast
- Define and implement governance processes for projects, procurement, enterprise risk, cybersecurity and data governance. Performing impact analysis, mitigation and reporting.
- Digital transformation
- Support the design and development of digital transformation strategies
- Lead a variety of strategic digital transformation initiatives from end-to-end
- Evaluate and propose technology investments to align technology strategy with business strategy
- Partner with senior business leaders to solve problems and create value
Key Requirements
Education
- Bachelor's/Master's Degree, preferably in Information Technology or related field.
- Professional certifications preferred: PMP, CITPM, ITIL
Experience
- Minimum 10+ years relevant experience in IT applications project management and maintenance support
- Proven experience in technical application project delivery involving custom development, cloud, data and AI technologies
- Good technical knowledge and familiarity with AI/ML, generative AI, data and cloud platforms
- Hands on experiences of Agile and Waterfall projects to deliver the best practice project management methodologies, tools and processes.
- Good understanding and experience in software development lifecycle
- Experience in actual application development work, including prior coding, functional & technical specifications and testing experience is advantageous
- Strong experience in outsourcing & contracting for technology projects, vendor management for project delivery and application support in fast-paced tech-driven organizations.
