Job Description

The applicant must possess
  1. a recognised degree in procurement, business, or a technical discipline, additional legal qualifications would be advantageous
  2. a minimum of 3 years post-qualification work experience in procurement and contract administration, with experience in working with government/statutory organisations or operating an Enterprise Resource Planning (ERP) system is preferred
  3. strong hands-on experience in procurement practices and procedures, preferably a member of CIPS (Chartered Institute of Procurement Et Supply) or ISMP (Institute of Supply Management Professionals)
  4. excellent negotiation, organisational and analytical skills, with a keen attention to detail and strong problem-solving abilities and
  5. good command of both written and spoken English and Chinese.

Duties include
  1. to work closely with stakeholders ensuring full compliance with established procedures while maintaining operational efficiency in handling RFx process and end-to-end procurement activities, including sourcing, tendering, assessment, cost control, cost estimation, payment valuation, and contract administration
  2. to prepare comprehensive and well-structured tender documents, conduct tender analysis and provide recommendations based on evaluation outcomes
  3. to evaluate supplier performance and maintain supplier database with up-to-date information readily accessible, and perform regular due diligence on selected vendors to validate their credentials and relevant details
  4. to conduct market research to identify potential products, services, or vendors that align with our procurement needs
  5. to collaborate with the team to contribute to system enhancement, including ERP, etendering, digitalisation, and automation and
  6. to carry out any other duties as assigned from time to time by the Executive Director.
