Job Description

The Urban Renewal Authority (URA) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

Responsibilities:

  • Formulating placemaking strategies and district-based plans. Identify opportunities across the Authority's portfolio using data-driven insights and creativity. Translate strategic direction into project plans with clear scope, timeline, and resources

  • Lead end-to-end deliveryof placemaking programmes, from concept to completion. Manage partners, operators, and agencies to ensure high performance

  • Drive activation of community spaces and new venues, ensuring they reflect quality, inclusivity, and community connection. Pro vide design and spatial inputs to enhance user experience, integrating district-based planning into all activations

  • Build and maintain relationshipswith partner organisations, community groups, and creatives. Develop innovative programmes that connect the Authority's assets with people and the wider community. Generate district-responsive concepts that are practical and impactful

  • Ensure governance and complianceacross all placemaking initiatives, partnerships, and financial operations. Manage procurement and contracts with integrity, and maintain accurate financial administration

  • Perform other dutiesas assigned by supervisors

Requirements:

  • Degree holder in Urban Studies, Placemaking, Real Estate, Business, PR & Marketing, Event & Curatorship, Art & Cultures, Heritage or relevant disciplines

  • Minimum of 8 years experience with at least 2 years in a supervisory capacity in marketing, events & exhibitions management, arts and cultural programmes, or related fields

  • Proven track record in successfully managing complex projects from conception through to delivery, and impact assessment

  • Extensive professional network with NGOs, community organisations, art and cultural groups, vendors, contractors, event agencies, as well as designers and creative practitioners

  • Strong understanding of district-based planning strategies and current social, artistic, and technology trends literacy in generative AI tools is preferred

  • A disciplined approach to balancing creative ambition with practical constraints, including budget, timeline, regulatory requirements, and stakeholder needs

  • Mature, confident, and inspiring leadership with strong communication, presentation, and negotiation skills

  • Good command of written and spoken English and Chinese (including Cantonese and Putonghua)
