This role will lead the strategic transition and governance of Operational Resilience, ensuring the organization is equipped to manage disruptions and sustain critical services. This role is pivotal in embedding resilience practices and achieving full first-line ownership, in alignment with Group standards and regulatory expectations.

Job Responsibilities:

  • Lead and implement the Operational Resilience framework: Drive the implementation and continuous enhancement of the Operational Resilience framework. This includes defining critical services, setting impact tolerances, establishing and monitoring resilience controls, and overseeing scenario testing programs to ensure compliance with Group standards and regulatory expectations.

  • Drive the transition of Operational Resilience responsibilities: Lead the strategic shift of Operational Resilience ownership to the first line of defense. Build capabilities, foster stakeholder engagement, and embed a culture of resilience through structured change management and continuous improvement initiatives that safeguard customer outcomes and operational integrity.

  • Strengthen Operational Resilience governance and risk management: Oversee the governance structure and risk management practices for Operational Resilience. This includes managing key risk indicators (KRIs), ensuring timely and accurate reporting to Group and regulators, and maintaining alignment with resilience and control standards across operational processes.

  • Enhance resilience awareness, crisis readiness, and third-party risk management: Lead training and awareness initiatives on Operational Resilience, Business Impact Analysis (BIA), and crisis management. Support incident response planning and assess third-party resilience, including vendor due diligence, to fortify the organization's overall resilience posture.

  • Support reviews from Operations Governance perspective: Provide subject matter input and coordination support for internal and external reviews, audits, and assurance activities. Ensure that Operational Resilience practices and documentation meet governance, risk, and compliance expectations, and contribute to continuous improvement through issue remediation and lessons learned.

Job Requirements:

  • Bachelor's degree in Business, Risk Management, Technology, or a related discipline.
  • Demonstrated experience in Operational Resilience, Operational Risk, or related governance roles, with a strong track record of implementing frameworks and driving first-line ownership.
  • Proven ability to lead resilience initiatives, including Business Contingency Plan (BCP), Business Impact Analysis (BIA), scenario testing, and control implementation, in alignment with regulatory and Group standards.
  • Strong analytical and strategic thinking skills, with the ability to assess operational impacts and translate insights into actionable resilience strategies.
  • Familiarity with technology risk, service continuity, customer service operations, and third-party/vendor resilience practices.
  • Excellent problem-solving and project management capabilities, with experience leading cross-functional initiatives.
  • High proficiency in both English and Chinese, with strong communication skills to engage stakeholders and present to senior leadership.
  • Professional certification in Business Continuity Management (e.g., CBCP, CBCI) is an advantage.
