Objectives:
. Lead and manage the daily operations, maintenance and upkeep of the mall's facilities, including full accountability for M&E systems, ensuring a safe, compliant and pleasant environment for shoppers, tenants and staff.
. Manage tenancy fit-out and reinstatement works from lease confirmation to store opening, ensuring compliance with mall requirements and statutory regulations.
. Support operational improvement initiatives and Asset Enhancement Initiatives (AEI) to enhance asset performance and operational efficiency.
Job Duties:
. Lead and manage the day-to-day operations, maintenance and upkeep of the mall's facilities, with full accountability for M&E systems and oversight of soft services such as security, housekeeping, pest control, landscaping, waste management and car park operations.
. Plan, manage and monitor preventive and corrective maintenance programmes for all M&E systems and building services to ensure operational reliability, statutory compliance and minimal downtime.
. Conduct regular site inspections to ensure facilities are well-maintained, safe and compliant with statutory requirements and company standards.
. Support the development, implementation and review of operational procedures and emergency response plans.
. Manage tenancy fit-out and reinstatement works, including reviewing tenants design submissions, coordinating approvals, conducting site inspections and ensuring compliance with relevant regulations, mall guidelines and company standards.
. Support the planning and execution of Asset Enhancement Initiatives(AEI), refurbishment works and other capital improvement projects within approved budgets and timelines.
. Build and maintain strong tenant relationships, ensuring prompt resolution of operational issues and emergencies with minimal disruption.
. Ensure compliance with statutory requirements, fire safety regulations, workplace safety standards and company policies, and keep abreast of relevant regulatory changes and industry best practices.
. Ensure the timely renewal of statutory licences, permits and certifications relating to M&E systems and building operations, including lifts and escalators, electrical installations and structural inspections, where applicable.
. Plan and optimize budgets, ensuring all approved capex and repair works are delivered within approved budgets.
. Manage and monitor M&E contractors, outsourced service providers and the technical team to ensure quality service delivery, compliance with contractual obligations, safety requirements and operational standards.
. Own and oversee the procurement / Invitation to Quote (ITQ) processes for M&E works, maintenance services and soft services to ensure transparency, cost-effectiveness and compliance.
. Analyse performance data and service delivery metrics to identify issues early, reduce downtime and implement cost-effective improvements.
. Support sustainability and ESG initiatives to meet environmental and energy efficiency targets.
. Prepare timely and accurate operational reports, project updates, budgets and presentation materials for management review.
. Provide leadership and guidance to the Operations team, setting performance goals, mentoring staff, and driving a culture of excellence and accountability.
. Foster a customer centric culture and drive operational excellence within the Operations function.
. Perform related duties as assigned by your manager.
Requirements:
Education
. Diploma or Degree in Building / Facilities Management, Mechanical Engineering, Electrical Engineering, Civil Engineering, Architecture, Interior Design or related discipline.
. Relevant WSQ certifications preferred.
. Senior Fire Safety Manager (FSM), Green Mark Safety Manager and/or Environmental Control Officer (specified premises) certification will be an added advantage.
Experience
. Minimum 5 years of relevant experience, including accountability for M&E operations, in shopping malls, commercial buildings or integrated property operations.
. Experience in tenancy coordination, fit-out management, facilities management or project management.
. Experience in managing outsourced contractors and vendors.
Skills
. Good knowledge of shopping mall operations, facilities management and soft services.
. Strong working knowledge of M&E systems, building services, preventive and corrective maintenance, and statutory regulations relating to commercial properties.
. Sound knowledge of tenancy fit-out processes, building regulations and fire safety requirements.
. Ability to read and interpret architectural, structural and M&E drawings.
. Strong project coordination, vendor management and problem-solving skills.
. Good working knowledge of MS Office applications AutoCAD knowledge will be advantageous.
. Excellent communication and stakeholder management skills.
