Manager – Information Technology, Application Development

1. a recognised degree in Computer Science, Information Systems, or related disciplines.
2. at least 10 years postqualification IT experience with strong fullstack application development exposure.
3. proven handson experience in modernising or refactoring legacy applications, improving structure, performance, security, and maintainability.
4. strong knowledge of objectoriented programming, web development, relational databases, APIs, and integration with enterprise systems.
5. familiarity with .NET Framework / .NET Core, Angular or React, TypeScript, and at least one mobile app framework (React Native, Flutter, .NET MAUI).
6. experience leading a development team, conducting code reviews, enforcing standards, and providing technical direction.
7. solid understanding of SDLC, agile practices, sprint planning, and continuous improvement.
8. strong analytical, problemsolving and communication skills with ability to work with crossfunctional teams and vendors.
9. good command of written and spoken English and Chinese.

1. to lead endtoend design, development, testing and implementation of enhancements and new features
2. to review systems, identify technical debt, and propose improvement plans
3. to define coding standards, conduct code reviews, and provide technical coaching
4. to work with business units to gather requirements and prioritise backlogs
5. to plan and manage sprints, estimates, risks and progress
6. to supervise vendors/contractors and ensure integration standards
7. to ensure security, reliability, performance monitoring and optimization
8. to explore cloud, DevOps and AI adoption where appropriate
9. to support governance processes and compliance and
10. to carry out any other duties as assigned from time to time by the Executive Director.

The position is on a renewable fixed-term contract (subject to performance and operational needs) for a period of 2 years.
