Job Description

The HR Admin Manager will serve as the first HR & Administration leader of our newly established branch, playing a foundational role in setting up the company's people and administrative framework from the ground up. This position is responsible for building core HR functions, including talent acquisition, office setup, and establishing essential HR policies, procedures, and compliance standards to support business operations.

As a key pioneer in the organization, the HR Admin Manager will lead recruitment initiatives, coordinate office establishment, develop internal regulations and administrative systems, and ensure smooth daily operations. This role requires a proactive, hands-on professional who thrives in a startup environment and is capable of building structured processes while supporting rapid business growth.

Salary range: 100.000 - 200.000 TWD gross/month

Key Responsibilities :

  • Lead end-to-end HR and administrative setup for the launch new Branch in local
  • Manage RPO/agency partnerships, including vendor selection, contracts, SLAs, and KPIs.
  • Support for the recruitment, design and implement onboarding programs and probation evaluation frameworks.
  • Partner with Operations team to establish performance management and KPI systems.
  • Ensure compliance with local labor laws, payroll practices, statutory benefits, and PDPA requirements.
  • Manage employee relations matters, disciplinary processes, and labor inspection readiness.
  • Oversee office setup and facilities coordination, including workspace planning and vendor sourcing.
  • Support workforce planning, succession planning, and scalable HR infrastructure development.

Requirements:

  • Bachelor's degree in HR, Business Administration, Psychology, or related field (HR certification preferred).
  • 8 years of HR experience, including recruitment or service center operations exposure.
  • Strong knowledge of local labor law, payroll, statutory benefits, and PDPA compliance.
  • Demonstrated experience managing RPO/EOR vendors and external recruitment channels.
  • Ability to operate hands-on in a fast-paced launch environment with strong stakeholder management skills.
