Job Description

Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. It is the world's largest provider of logic ICs, with an annual capacity of 16 million 12-inch equivalent wafers. TSMC operates fabs in Taiwan as well as manufacturing subsidiaries in Washington State, Japan and China, and the Company began construction on a specialty technology fab in Dresden, Germany, in 2024. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.

Job Responsibilities:

1. Lead and oversee all aspects of the Global Mobility Policies / Procedure / CI & income tax / TEQ / payroll's successful execution and implementation of global processes and programs in designated locations in partnership with local or global HR teams.

2. Maintain a close working relationship with the Global and Regional HR to ensure that global and local programs are well aligned and coordinated.

3. Collaborate with COE on GM principles / policies / procedure / CI, processes, vendor services and digitalization.

4. Be aware of compliance challenges and be able to raise it to COE for further investigation to plan for solutions.

5. Understand the impact of income tax and social security treaties and be able to identify potential double tax / social security implications to COE for International Assignment.

6. Ensure payroll risk free data process flow, accuracy and on time delivery.

7. Review and if needed, work with COE to redesign global exception request processes and be the advisor / go-to person for the exception cases.

8. Keep up to date with external market trends and developments in Global Mobility related areas in the market.

9. Own communication and training of all Global Mobility topics in assigned countries unless delivered globally.

10. Deliver change management and relevant communication of Global Mobility assigned programs and processes.

11. Ensure compliance of Global Mobility programs and processes and partner with Internal Audit and Internal Controls.

12. Manage internal operation effectiveness & efficiency.

13. Manage relationships with stakeholders.

[Other Requirements]

1. Bachelor's degree in Human Resources, Business Administration, Finance and Accounting, or a related field.

2. 10+ years of overall international work experience in Global Mobility and in an international and matrix environment.

3. Proven Project Management.

4. 5+ years of experience in people management.

5. Excellent knowledge of Microsoft Office.

6. Excellent knowledge on global Policies design, compliance and legislation (Immigration / income Tax).

7. Fluent in both Chinese and English. Japanese a plus.
