Job Description

The Urban Renewal Authority (URA) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

Responsibilities:

  • Provide strategic leadership to the Valuation Department by delivering robust valuations and assessments for property and land and leveraging valuation insights for strategic business opportunities and revenue optimisation

  • Oversee financial and risk assessments of projects for business and corporate planning submissions, and make timely recommendations to optimise the asset value and respond to market changes

  • Formulate principles, policies and an execution plan for property acquisition compensation in accordance with the latest legislation and stakeholder expectations. Ensure the quality and integrity of both consultant and internal valuations.

  • Spearhead innovation by leveraging AI and the Urban Renewal Information System (URIS) for property market analysis and projections to enhance market forecasting and organ isational decision-making, as well as capability, effectiveness and efficiency

  • Provide market insights and professional expertise in real estate, leasing, and mixed-use projects to develop and implement asset strategies that integrate physical design, operations, and community engagement as required

  • Champion operational excellence by fostering a high-performance team culture, streamlining workflows, and adopting market best practices

Requirements:

  • Degree holder with at least 15 years of relevant work experience, comprising a minimum of 12 years post-qualification experience and 10 years at a managerial capacity within sizable organisations

  • Possession of professional membership of the Hong Kong Institute of Surveyors (General Practice Division) or the Royal Institution of Chartered Surveyors, or equivalent

  • Extensive hands-on experience across valuation, sales, leasing, and asset management

  • Exceptional knowledge in all aspects of property and land valuation with strong business acumen

  • Strong leadership, project management and cross-functional collaboration skills

  • Strong interpersonal and communication skills

  • Excellent command of verbal and written Chinese and English
