Job Description

  • Established A1 Main Contractor

  • Basic up to $ 8,000 to $10,000 (Depending on Experience) + VB

  • Working location: Headquarters (North-East Singapore)

  • Working hours: Monday to Friday (8:30am to 6pm)

Our client, an established A1 main contractor, is seeking an experienced Technical Manager to lead technical planning, constructability reviews and construction methodology development during the tender and pre-construction stages of building projects.

Job Responsibilities:

Tender Design and Technical Review:

  • Review tender drawings, specifications, contract conditions and scope of works for errors, ambiguities, missing details and conflicting requirements.

  • Assess the client's and consultants design intent for technical feasibility, buildability and compliance.

  • Identify technical risks, constructability challenges and opportunities for design or construction optimisation.

  • Prepare and maintain technical query and RFI logs for clarification with clients and consultants.

  • Review and prepare B-score and C-score assessments to ensure compliance with BCA requirements.

  • Coordinate technical and design matters with consultants and internal QS, M&E, BIM, Planning and Project teams.

Constructability and Construction Methodology:

  • Assess site access, ground conditions, existing utilities, logistics constraints and construction feasibility.

  • Develop construction methodologies, work sequences, execution plans and preliminary method statements.

  • Propose alternative construction methods and value-engineering solutions to achieve time and cost savings.

  • Identify temporary works requirements, including shoring, scaffolding and falsework, and provide the necessary information for costing.

  • Review key construction activities such as deep excavation, lifting operations and concrete works.

  • Establish productivity rates and resource assumptions for tender planning and costing.

  • Identify critical construction challenges and recommend practical engineering solutions.

Tender Planning and Programming

  • Develop detailed tender construction programmes and identify critical activities that may affect project completion.

  • Plan and coordinate the sequencing of different work disciplines.

  • Incorporate site constraints, access limitations and logistical requirements into the construction programme.

  • Prepare resource plans covering manpower, materials, plant and equipment.

  • Identify long-lead materials, major plant requirements and procurement risks.

Tender Submission and Presentation

  • Conduct internal tender briefings covering the project scope, technical challenges, risks, construction sequence and timeline.

  • Prepare technical proposals, methodology write-ups and execution plans for management approval and tender submission.

  • Provide technical assumptions, quantities, inclusions and exclusions to the commercial team for accurate costing.

  • Work with the BIM team to convert construction methodologies into visual models and simulations.

  • Prepare and deliver technical presentations during client interviews and tender clarification meetings.

  • Ensure technical submissions comply with project specifications, authority requirements and company standards.

Requirements:

  • Degree in Civil Engineering, Construction Management or a related engineering discipline.

  • At least 8 years of building construction experience with a main contractor.

  • Strong exposure to tender planning, pre-construction engineering or technical tender submissions.

  • Good knowledge of construction methodologies, buildability, constructability and construction planning.

  • Experience preparing method statements, technical proposals and tender construction programmes.

  • Strong understanding of temporary works, site logistics, construction sequencing and value engineering.
