Job Title: HSSE Lead – Taiwan

Department: APAC Health, Safety, Security & Environmental Quality (HSSEQ)

Reports To: HKT HSSE Lead

Position Overview

The HSSE Lead – Taiwan is a pivotal role within the HKT HSSE team, providing strategic leadership and operational oversight for all Health, Safety, Security, and Environmental matters across JLL's Work Place Management and Property Management operations in Taiwan.

This position must hold a valid Class A Occupational Safety and Health Professional License issued by Taiwan's Ministry of Labor and will serve as the officially designated license holder for JLL in Taiwan, fulfilling statutory responsibilities under local law. The role ensures full compliance with Taiwan's OSH regulations, drives a proactive safety culture, and supports business continuity through robust risk management across offices, data centers, retail spaces, and other managed facilities.

The HSSE Lead partners with local operations, APAC regional teams, and global leadership to implement prevention-focused programs, mentor site teams, and deliver measurable improvements in HSSE performance—all while upholding JLL's commitment to protecting people, property, and reputation.

Key Responsibilities

  • Serve as the legally recognized Class A OSH License Holder for JLL in Taiwan, assuming statutory duties under the Occupational Safety and Health Act and related regulations.
  • Lead the development, implementation, and maintenance of HSSE management systems compliant with Taiwanese laws, including chemical safety (Toxic Chemical Substances Act), fire prevention, machinery safety, contractor management, and emergency response.
  • Conduct or oversee mandatory OSH inspections, risk assessments, and workplace hazard evaluations as required by Taiwan authorities.
  • Prepare and submit statutory reports (e.g., annual OSH plans, incident reports, inspection records) to relevant government agencies in a timely manner.
  • Provide expert guidance on local regulatory requirements and act as the primary liaison with Taiwan labor inspectors and regulatory bodies.
  • Support the APAC HSSEQ strategy by aligning local programs with global standards while ensuring local legal compliance takes precedence.
  • Perform regular site visits to audit compliance, deliver training, verify control effectiveness, and reinforce safety behaviors.
  • Analyze incident and near-miss data to identify trends, root causes, and systemic gaps; drive corrective actions using recognized methodologies (e.g., 5-Why).
  • Develop and track leading/lagging HSSE KPIs that reflect both regulatory adherence and cultural maturity.
  • Mentor account managers, facility leads, and frontline staff to build internal HSSE capability and ownership.
  • Represent JLL's safety culture and compliance posture during client tenders, audits, and stakeholder engagements.
  • Coordinate emergency preparedness and response planning across all managed sites in Taiwan.
  • Travel as needed (approximately 40–60%) to support facilities nationwide.
  • Manage multiple priorities independently and deliver results through influence, collaboration, and technical authority.

Qualifications & Requirements

  • Mandatory: Valid Class A Occupational Safety and Health Professional License issued by Taiwan's Ministry of Labor. Must be eligible to serve as the organization's designated license holder.
  • Minimum of 7 years of professional experience in occupational safety, health, and environmental compliance, preferably in facility management, commercial real estate, or multi-site operations (e.g., offices, retail, data centers).
  • At least 5 years of hands-on experience implementing OSH management systems in compliance with Taiwan's legal framework.
  • Bachelor's degree in Occupational Safety, Environmental Engineering, Industrial Hygiene, or a related field.
  • In-depth knowledge of Taiwan's key regulations, including:
    • Occupational Safety and Health Act
    • Labor Inspection Act
    • Toxic Chemical Substances Control Act
    • Fire safety and building codes applicable to commercial facilities
  • Strong analytical skills with ability to interpret regulatory requirements and translate them into practical controls.
  • Excellent communication and interpersonal abilities, with fluency in Mandarin Chinese and English (written and spoken).
  • Proven ability to influence stakeholders, lead without direct authority, and drive cultural change.
  • Proficiency in Microsoft Office and common EHS management tools.
  • Professional integrity, accountability, and commitment to ethical compliance.
