Team Introduction
At SFOC, we&aposre dedicated to establishing a robust foundation for the swift, systematic adoption of renewable energy. The Taipei Office does this by providing evidence-based research and facilitating policy change through engaging with a wide range of domestic and international actors.
Position Overview
The Policy Analyst will focus on offshore wind policy in Taiwan, leading and supporting research, analysis, and policy engagement to accelerate the deployment and integration of offshore wind energy. The role will contribute to evidence-based policy recommendations, stakeholder engagement, and the development of strategies to advance Taiwans offshore wind sector in line with national and international climate targets.
Job Description
- Conduct qualitative and quantitative analysis of Taiwans offshore wind policies, regulatory frameworks, and market developments.
- Monitor and assess progress toward Taiwans offshore wind targets, including policy effectiveness, market barriers, and stakeholder concerns.
- Prepare policy briefs, research reports, and position papers for internal and external audiences, synthesizing complex technical and policy information into actionable recommendations.
- Track and analyze national and international developments in offshore wind, including grid integration, supply chain localization, and economic impacts.
- Engage with government agencies, industry stakeholders, civil society, and international partners to gather insights, share findings, and build collaborative networks.
- Organize and participate in stakeholder meetings, workshops, and public consultations on offshore wind policy issues.
- Support advocacy and communication efforts to promote evidence-based policy reforms and accelerate offshore wind deployment in Taiwan.
- Support regional and international collaboration on offshore wind development by participating in policy dialogues, sharing best practices, and facilitating partnerships with other organizations and international industry associations.
- Contribute to grant writing, project proposals, and fundraising for offshore wind policy work as needed.
Key Skills And Qualifications
- Demonstrated knowledge of offshore wind policy, development, and energy markets, with a strong understanding of Taiwans energy transition landscape.
- Experience in policy research, data analysis, and report writing; ability to synthesize technical information for diverse audiences.
- Familiarity with Taiwans regulatory environment, localization requirements, and key stakeholders in the offshore wind sector is highly desirable.
- Excellent communication and interpersonal skills; fluency in English required, proficiency in Mandarin strongly preferred.
- Ability to work independently and collaboratively in a multidisciplinary, multicultural team.
- Strong organizational skills and attention to detail; ability to manage multiple projects and deadlines.
Preferred Qualifications
- Experience engaging with government agencies, industry, or NGOs in offshore wind sector.
- Knowledge of power purchase agreements, feed-in-tariff regimes, and international best practices in offshore wind policy.
- Familiarity with environmental impact assessment, permitting, and grid integration for offshore wind projects.
- Quantitative analysis skills, including proficiency with relevant software (Excel, data visualization tools, etc.).

This role will directly support Taiwans efforts to meet its offshore wind and net-zero targets by providing rigorous policy analysis, facilitating stakeholder collaboration, and strengthening regional and international partnerships to accelerate Taiwans offshore wind energy transition.
