Fossil Fuel (Gas) Policy Analyst, Taipei Office

Organization Description

SFOC was established in South Korea in 2016 with the goal of most effectively reducing greenhouse gases in line with the Paris Agreement&aposs target to limit the global average temperature increase to within 1.5C.

Under the mission of &aposAccelerating the Global Transition to Renewable Energy and Phasing Out Fossil Fuels,&apos we continuously identify and expand on the most urgent issues that need to be addressed to combat the climate crisis. By collaborating with a wide range of stakeholders, we promote tangible change.

SFOC currently focuses on three major areas: Fossil Fuel Phase-Out, Industrial Decarbonization, and Renewable Energy Expansion. To drive effective climate crisis response, we employ a variety of tactics including research, communication, diplomacy, legal action, and civil society alliances.

Believing that &aposPeople&apos are the key to tackling the climate crisis, we work alongside experts from various fields to engage in climate action. SFOC embraces a creative approach, unrestricted by conventional strategies, to find solutions.

We collaborate with partners in Korea, other parts of Asia, and around the world. Centered on climate agendas that SFOC emphasizes, we aim to grow as a key organization in the global response to the climate crisis.

Team Introduction

At SFOC, we&aposre dedicated to establishing a robust foundation for the swift, systematic adoption of renewable energy and phase-down of fossil fuel energy. The Taipei Office does this by providing evidence-based research and facilitating policy change through engaging with a wide range of domestic and international actors

Position Overview

The Policy Analyst will focus on Taiwans fossil fuel (natural gas) policy, leading and supporting research, analysis, and policy engagement related to the role of gas in Taiwans energy system and climate transition. The role will contribute to evidence-based policy recommendations, stakeholder engagement, and the development of strategies to address the environmental, economic, and security implications of gas use in Taiwan. The analyst will also collaborate closely with the headquarter gas team to contribute to and align with the organizations regional gas strategy.

Key Responsibilities

  • Conduct qualitative and quantitative analysis of Taiwans natural gas policies, regulatory frameworks, and market developments, including import infrastructure, pricing, and supply security.
  • Monitor and assess the role of gas in Taiwans energy mix, including its impact on greenhouse gas emissions, energy security, and alignment with national climate targets.
  • Prepare policy briefs, research reports, and position papers for internal and external audiences, synthesizing complex technical and policy information into actionable recommendations.
  • Engage with government agencies, industry stakeholders, civil society, and international partners to gather insights, share findings, and build collaborative networks.
  • Organize and participate in stakeholder meetings, workshops, and public consultations on fossil fuel and gas policy issues.
  • Support advocacy and communication efforts to promote evidence-based policy reforms for a sustainable and secure energy transition in Taiwan.
  • Collaborate with the HQ gas team to support the development and implementation of the organizations regional gas strategy, ensuring that Taiwans policy analysis and insights inform broader regional initiatives and priorities.
  • Contribute to grant writing, project proposals, and fundraising for fossil fuel policy work as needed.

Qualifications

  • Demonstrated knowledge of fossil fuel policy, energy markets, and Taiwans energy transition landscape.
  • Experience in policy research, data analysis, and report writing; ability to synthesize technical information for diverse audiences.
  • Familiarity with Taiwans regulatory environment, energy sector stakeholders, and LNG infrastructure is highly desirable.
  • Excellent communication and interpersonal skills; fluency in English required, proficiency in Mandarin strongly preferred.
  • Ability to work independently and collaboratively in a multidisciplinary, multicultural team.
  • Strong organizational skills and attention to detail; ability to manage multiple projects and deadlines.
  • Proven ability to collaborate effectively with international or regional teams is an asset.

Preferred Skills And Experience

  • Experience engaging with government agencies, industry, or NGOs in Taiwans energy or gas sector.
  • Knowledge of gas pricing mechanisms, LNG import policies, and international best practices in fossil fuel transition policy.
  • Familiarity with public and private financing for energy projects.
  • Quantitative analysis skills, including proficiency with relevant software (Excel, data visualization tools, etc.).

Impact

This role will directly support Taiwans efforts to manage the transition away from fossil fuels by providing rigorous policy analysis, facilitating stakeholder collaboration, informing strategies to balance energy security, affordability, and climate commitments, and ensuring alignment with the organizations regional gas strategy.

Employment Type
