Purpose
- Provide leadership under the direction of PDO (Project Delivery Organization) Taiwan EPC General Manager and project managers to execute and control of assigned projects with the ultimate goal of achieving project completion on time, within budgets, to satisfaction of customers, and at acceptable levels of quality without compromising safety and reliability
- Provide project management of projects executed by the PDO Taiwan, involving high technology equipment, engineering, and services, such that customer and AP Business Area expectations are met
- Provide supports for Project Development regionally in the preparation of project deliverables, definition of the scope of work and project execution strategy, for estimating purposes and for presentation to customers
- Foster effective working relationships across PDO Asia team to develop and encourage consistent work practices and functional tools
Nature and Scope
- Project Execution Team is responsible for executing assigned projects and achieving project goals in support of Business Area. Individual projects are based on Customer, JV, or APSF merchant product or service requirement, which have been subsequently authorized by APSF management. Project scopes of supply may vary widely across the various Product Line Teams but will generally include equipment supply, engineering design, construction, and start-up services. The primary challenge is to complete the project scope of supply while meeting the critical success factors, typically schedule, at minimum cost, to the required levels of quality, and in a safe and efficient manner.
- PDO GM or Project Team Director will assign an appropriate Project Managers and/or Project Engineers from the technical aspect for leading a project team in defining and completing an agreed upon scope of supply. Project Manager and Project Engineer assume ownership of the project budget, schedule, and technical quality to achieve the project and business objectives established at the start of the project. A typical project team consists of a matrix organization within APCI/APSF and may/will also include external contractors and consultants.
- Typical project activities include: technical liaison to the business areas, direct participation in selling projects, Customer's single point of contact for communication and resolution project issues, review and interpretation of customer RFQs, participation in the definition of scope of supply and preparation of customer proposals, resource planning, defining and leading a project team, system design and specification, equipment procurement, equipment fabrication, drawing packages, value engineering, scope of supply documentation, contractor procurement, construction procurement and management, system commissioning and start-up, and project status and close out reports, etc.
- There are key characteristics and traits required of Project Engineers who must exercise sound judgment and interpersonal skills in the coordination and direction of the individuals that comprise the project execution team.

Principal accountabilities
- Leadership and direction during project execution including training and development, support to Proposal development and Project execution activities, in order to achieve consistently good project execution in accordance with AP EPC Phase Gate work process
- Controlling the budgets of projects within budgeted costs, whilst maintaining company goals of safety, reliability, and technical quality
- Ensuring the completion of projects within the agreed schedules without compromising company standards of safety, reliability, and technical quality
- Ensuring project resources and skills are matched to tasks and those tasks are completed in a timely manner, including obtaining resources from other functions & regions as necessary
- Supporting Proposal Development activities within Taiwan PDO in the development of clear scope definition and execution strategies, so that estimates can be prepared accurately and on time, and projects kicked-off smoothly in accordance with the EPC Phase Gate. Many of these scopes and execution strategies are cross-Product Line, Asia region and Global in nature.
- Ensuring that there is adequate and effective communication within the Project Execution team, within and across the EPC teams, all PDO Asia teams, Customers, Vendors, Partners, Authorities etc.
- Ensuring projects are closed out formally, and that feedback from these projects is reported and captured.
- Ensuring compliance with the EPC Phase Gate work processes, including the feedback of these work processes to reflect best project execution practice.
- Reporting to the EPC Management and Project stakeholders on the status of projects so that they are always fully informed of progress, achievements, and any problems (potential as well as actual).
- Supporting and influencing career development of project team members
- Managing own career development, including participating in training as required.
Job Requirements
The job incumbent is expected to:
- Possess Master's degree (or above) with working experience on similar responsibilities for 15+ years as minimum,
- Be able to read, write and speak English and Chinese fluently,
- Be proficient in Internet, Outlook, Word, Excel, Power Point, TEAMS, ZOOM, etc.,
