The applicant must possess
- a recognised university degree in information technology, computer science, business administration or related disciplines with a minimum of 5 years post-qualification relevant work experience (including proven experience in hands-on system development or workflow automation)
- proven hands-on proficiency in low-code application development using Microsoft Power Apps and Power Automate, together with strong skills in standard Microsoft application software and database management working knowledge of scripting or programming such as Python, Visual Basic and database operations (e.g. SQL) would be a definite advantage Chinese word processing is a must
- excellent project management and interpersonal skills, with a strong ability to translate manual departmental procedures into logical automated systems
- good time management skill and the ability to work independently under pressure willing to perform occasional outdoor field duties to support on-site checks when required and
- good command of both written and spoken English and Chinese.

Duties include
- Microsoft Power Apps, Power Automate and, where appropriate, scripting tools such as Python or Visual Basic, to digitalise manual paperwork across all collaboration schemes.
- custom-build independent automated workflows for daily operational procedures-including application handling, instructor qualification vetting, and student registration-ensuring the department efficiently and accurately fulfils its service pledges.
- utilise AI tools and data scripting to automate the preliminary vetting of student admission requirements and work experience, while generating automated analytics reports to optimise training outcomes.
- when required, travel to collaborating training organisations venues, workshops and sites to assist with on-site inspections and field checks, helping to record equipment readiness, compliance status and the training environment.
- design, test, and continuously update digital checklists and field-inspection mobile applications for the QA Team, ensuring all monitoring data from surprise checks syncs seamlessly with the central database.
- code automated system reminders, tracking mechanisms, and error-preventing protocols to guarantee strict compliance with core SOP timelines, including complaint handling, emergency incident notifications, grant validity controls, internal review spot-checks, and disbursement verification
- support Hong Kong Institute of Construction (HKIC) events and handle hands-on technical tasks and
- to carry out any other duties as assigned from time to time by the Executive Director.
