Job Summary
The TA Senior Manager will lead the end-to-end recruitment function, building scalable hiring strategies tosupport rapid business growth. Responsibilities
• Design and execute talent acquisition strategies aligned with business growth plans and headcountforecasts.
• Lead, coach, and manage the TA team, setting KPis (time-to-fill, cost-per-hire, quality-of-hire, offeracceptance rate) and monitoring performance against them.
• Partner with department heads, senior leadership and HRP to understand hiring needs and translate theminto effective sourcing strategies.
• Build and manage a strong talent pipeline for critical, senior, and hard-to-fill roles (e.g., technology,product, gaming/digital operations).
• Manage recruitment vendors, agencies, and job boards, negotiating contracts and evaluating ROI.
• Drive process improvements through data and recruitment analytics/dashboards; report regularly to

Key KPIs
• Time-to-Fill: Average number of days from requisition opening to offer acceptance.
• Cost-per-Hire: Total recruitment spend divided by total hires.
• Fill Rate: % of open requisitions filled within SLA against the approved headcount plan.
• Offer Acceptance Rate: % of extended offers accepted by candidates.
• Quality-of-Hire: New hire performance rating and retention rate at 90/180 days.
• New Hire Retention Rate: % of new hires retained at the 12-month mark.
• Recruiter Productivity: Average requisitions closed per recruiter per month.
Qualifications & Requirements
• Bachelor's degree in Human Resources, Psychology, Business Administration, or related field; Master'sdegree is a plus.
• Minimum 5-8 years of progressive talent acquisition experience, with at least 2-3 years in amanagerial/leadership capacity.
• Must be bilingual - fluent in both written and spoken English and Mandarin Chinese; strongcommunication skills across both languages required to liaise with regional stakeholders and candidates.
• Prior experience in a digital, technology, e-commerce, fintech, or online gaming companystrongly preferred - familiarity with fast-paced, high-growth, tech-driven hiring environments.
• Proven track record of building recruitment strategies at scale, including senior/executive search andtechnical/niche hiring.
• Strong stakeholder management skills; able to influence and partner with C-level and senior leadership.
• Hands-on experience with ATS platforms, Linkedin Recruiter, and recruitment analytics tools.
Note: This position requires Taiwanese to relocate to Manila.
