The Urban Renewal Authority (URA) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
Reporting to the Director, Human Resources, the Senior Manager will contribute to formulation and execution of compensation and benefits strategies that support and drive organisation's strategic goals. The incumbent will:
Formulate and lead the delivery of compensation and benefits (C&B) strategies and operational matters
Partner with senior executives on the management of C&B, such as conducting the annual salary review, reviewing policies, and preparing C&B-related proposals
Lead the planning, implementation and management of the performance management cycle
Partner with external consultants to gather market insights and intelligence and convert them into actionable recommendations for refining the organisation's compensation and benefit schemes
Lead the team in the procurement and management of consultants and service providers, ensuring the delivery of value-added services and a positive employee experience
Collaborate with HR System team and other HR functions to enhance the efficiency and effectiveness of team operations, including but not limited to HRMS enhancements, digitalisation, automation, and the application of Gen AI
Oversee the preparation of HR analytics and reports for senior management to support data-driven decisions
Lead the team in handling staff enquiries and cases related to C&B matters
Requirements:
Degree holder in Human Resources, Business Administration, or related disciplines
Minimum 10 years relevant working experience, of which at least 5 years should be in a managerial capacity in sizeable organisations, with strong hands-on expertise in C&B
Experience with and knowledge of Workday are preferred
Well-versed in Hong Kong employment-related ordinances, regulations and guidelines
Strategic mindset with the ability to think holistically and align HR operations and initiatives with organisation objectives
Team player with leadership and coaching skills
Strong communication, presentation and interpersonal skills
Hands-on experience of PC operation and knowledge of office software such as Microsoft Word, Excel and PowerPoint, as well as Generative AI applications
Good command of spoken and written Chinese and English
