Job Description

The Urban Renewal Authority (URA) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

Responsibilities:

Reporting to the Director, Human Resources, the Senior Manager will provide all-round HR and administration advice and services while aligning people strategies with the Authority's mission and values. The incumbent will:

- Serve as a strategic HR business partner, managing and delivering a wide range of HR services to business units, including but not limited to:

  • Talent acquisition, on-boarding and off-boarding, staff movements

  • Compensation and benefits functions, such as payroll, leave, and insurance schemes and

  • Other HR functions, such as performance management, learning and development, in partnership with respective teams across the HR Division as appropriate

- Manage general office administration to ensure efficient, cost-effective daily operations that maintain appropriate quality standards

Requirements:

  • Degree holder in Human Resources, Business Administration, or related disciplines

  • Minimum 15 years all-round HR experience of which at least 8 years should be in a managerial capacity in sizeable organisations, with strong hands-on expertise in manpower planning and talent acquisition, compensation and benefits and business partnering

  • Experience with Workday HR system is preferred

  • Well-versed in Hong Kong employment and administrative related ordinances, regulations and guidelines

  • Strong organisation, interpersonal and communication skills

  • Proven analytical and problem-solving capabilities, complemented by proficient numerical aptitude

  • Hands-on experience of PC operation and knowledge of office software such as Microsoft Word, Excel and PowerPoint, as well as Generative AI applications

  • Excellent command of spoken and written Chinese and English

  • Candidates with less experience will also be considered for the position of Manager
