Job Description

The Urban Renewal Authority (URA) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

We are seeking a Senior Manager, Employee Relations to lead strategic internal communications and employee engagement initiatives that foster a motivated, informed, and connected workforce. Reporting to the General Manager, Talent and Culture, this role will shape workplace culture while aligning people strategies with the Authority's vision, mission and values.

Responsibilities:

You will play a pivotal role in shaping a people-first culture at URA. Key responsibilities include but not limited to:

  • Staff Relations: Manage staff relations matters, including grievances, misconduct, and disputes. Provide expert advice to management and ensure compliance with employment related regulations

  • Strategic Communications: Deve lop and implement internal communication strategies that promote transparency, leadership visibility, and employee alignment with organisational goals

  • Employee Engagement: Design and execute impactful initiatives that enhance employee experience, including employee engagement surveys, wellness programmes, recognition schemes, and organization-wide events that foster well-being and employee engagement

  • Leadership Support: Partner with senior management to foster a culture of open communication, collaboration, and employee-centric decision-making, driving engagement and strategic alignment across the organisation

  • Resource Management: Oversee engagement budgets and monitor key metrics for continuous improvement, ensuring resources are strategically deployed to support a dynamic, mission-driven workplace

Requirements:

  • Minimum of 10 years of relevant experience, with at least 5 years at the management level in sizeable organisations

  • Proven track record in staff engagement, grievance handling, and internal communications

  • Strong understanding of Hong Kong employment related regulations and hands-on experience with digital communication tools and employee engagement platforms

  • Strategic thinker with strong communication, interpersonal, and problem-solving abilities

  • Hands-on experience of PC operations and knowledge of office software such as Microsoft Word, Excel and PowerPoint, as well as Generative AI applications
