[What the role is]
- Supports WOG efforts in strengthen community engagement and community responsiveness
- Develops, reviews and implements policies, plans, systems and schemes on Emergency Preparedness (EP) to enhance PA/GROs capabilities and readiness in responding to emergencies
- Co-creates, facilitates and co-ordinates projects and programmes with GROs, volunteers and community partners to enhance their community involvement, engagement, preparedness and response for emergencies.
- Widens residents outreach and deepens engagement through EP programmes and active collaboration with partners.
[What you will be working on]
- Develops and establishes doctrine, policies, plans, EOP, SOP and systems to support EP and coordinates nationwide community emergency responses (e.g. haze, dengue, communal tension, infectious disease, fire, chemical incident etc)
- Supports PA's NE and civil emergency CE roles and functions and works with PA Crisis Management Group (CMG), Divisions to implement PA crises responses
- Supports PA's national emergency (NE) and civil emergency (CE) roles and functions and works with PA Divisions to update and implement their NE and CE SOP and EOP requirements
- Point of contact for external agencies in supporting WOG NE/CE emergency collaborations and exercises and liaises with PA divisions on EP and NE/CE related activities including mask distribution, warehouse storage/delivery and replenishment matters.
- Manages PA Crisis Operations Centre (COC) and supports secretariat duties for emergency operations such as mask distribution to vulnerable groups upon haze activation, COVID-19 reports and SMM compliance, tropical storm or heatwave crises
- Develops, reviews and manages G-Alert recall system and PA Business Continuity Plan, including PAHQ alternate sites
- Oversee and manage EP division warehouse storage and delivery of the national mask stockpile and EP collaterals including procurement/tender/award of vendor
- Oversees and provide guidance, advice and support to Constituency Offices and Community Emergency and Engagement Committees (C2Es) in preparing the community for emergencies through strengthening their capabilities and operational readiness
- Implement emergency preparedness training programmes and crisis response exercises to build and strengthen the capabilities and enhance the operational readiness of PA, community leaders, corporate/community partners, CRRTs and volunteers
- Plans and implements the recognition and awards schemes to recognize and reward the GROs in their EP efforts e.g. NCEP Awards, PA-CERT Award and Community Resilience Awards
- Provide secretariat support to the Panel of Activists for Community Engagement (PACE), Grassroots CEP Core Group, C2E Council EXCO, Functional Committees
- Manage the division/section/C2E Council EXCO budget, financial governance, procurement and administrative functions
- Coordinates and compile reports and submissions on EP activities and programmes and engagement status of corporate members and partners
- Co-ordinates, co-creates, organizes and implements the EP programmes/ initiatives/roadshows to widen outreach and deepen engagement
- Point of contact for external agencies in supporting WOG NE/CE emergency collaborations and exercises and liaises with PA divisions on EP and NE/CE related activities and matters
- Point of contact for external agencies for inter-agency EP collaborations/programmes and liaises with PA divisions on related follow-up and co-ordination
- Works with COs to grow, manage and engage IG groups to deepen engagement (e.g. CEP Connector, Lifesaving, WeCare volunteers, COP and CERT)
- Coordinates and develops media engagement/communications plans and publicity materials including social media
- Manage division/section CERT engagement, including recruitment, management, recognition and constituency/GRC-level/national deployment
- Coordinates, maintains and updates training records, master plans and database of key community leaders and CERT for emergency activation
- Coordinates and facilitates conduct of TTXs and CPXs to validate EOP, SOP and emergency response plan of PAs and GROs
- Supervises and provides guidance to the staff to ensure effective and efficient functioning of the Section
- Attends monthly divisional meetings and other internal or external meetings as assigned

- Participates in cross-divisional/agency projects to understand the work of other PA elements e.g. WeCare movement and support WOG efforts
- Prepares meeting minutes, draft SOPs, tender documents and other administration requirements to support the EP Division on emergency preparedness
- Participates in cross-divisional/agency projects to understand the work of other PA elements and support WOG efforts
- Engage PA Corporate members and partners on quick sensing and EP-related projects and cultivate opinion leaders
- Performs other duties as assigned by Senior Officers
