Senior Legal Counsel (at the rank of Assistant Secretary)The newly-established Legal Office is committed to ensuring compliance with all applicable laws and regulations under the guidance of the University management, with advice from the Council.The key objectives of the Legal Office include offering expert legal advice to the University leadership managing legal risks and mitigating potential liabilities and fostering a culture of legal awareness across the campus. Additionally, the Legal Office should be able to give general advice or line up appropriate external referral service when there are legal issues that may arise in academic and administrative activities.The University is recruiting a seasoned legal professional to perform the following functions: (a) Leadership and Strategy: Oversee the legal office, set strategic direction, and ensure alignment with the University%27s goals (b) Advisory Role: Provide legal advice to the University%27s senior management (c) Risk Management and Policy Development: Ensure the University's compliance with applicable laws and regulations, mitigate legal risks, and maintain legally sound policies and procedures (d) General Enquiries: Provide legal advice on general enquiries and other correspondences (e) Liaison with and Management of External Counsel: Identify, retain, and manage external legal practitioners where the specialisation of legal matters so requires and (f) perform any other duties as assigned.Applicants should have (i) a good honours degree in a legal discipline (ii) at least ten years of post-qualification experience providing legal/regulatory advice to complex organizations (higher education or other public sector experience is an asset) (iii) professional qualification, e.g. qualified barrister or solicitor admitted to practice in Hong Kong (iv) strong critical thinking skills to understand complex fact patterns, identify legal issues and provide timely advice (v) demonstrated ability to work independently and resourcefully (vi) proven ability as a strong communicator to deliver advice that is clear and practical, both orally and in writing in both English and Chinese (proficiency in Putonghua an added advantage) and (vii) experience in supporting board-level governance highly preferred.
