1.Workforce Planning & Fulfillment
- Manage end-to-end manpower fulfillment for all outsourced warehouse operations, including both day and night shift workforce requirements.
- Partner closely with warehouse, operations, and business stakeholders to understand manpower needs and ensure timely fulfillment.
- Monitor workforce deployment, attendance, attrition, and replacement requirements to maintain operational continuity.
- Track manpower utilization and recommend workforce optimization initiatives to improve productivity and cost efficiency.
2. BPO Vendor Management
- Act as the primary point of contact for all BPO vendors supporting warehouse operations.
- Source, evaluate, and onboard new BPO vendors to ensure sufficient manpower supply and business continuity.
- Establish and maintain strong working relationships with existing and potential outsourcing partners.
- Conduct regular vendor performance reviews, monitor service levels, and ensure contractual obligations are met.
- Resolve operational issues, escalations, and manpower shortages with vendors in a timely manner.
3. Recruitment & Candidate Management
- Coordinate and manage the recruitment process with BPO partners, including candidate sourcing, screening, interview scheduling, and onboarding arrangements.
- Work closely with hiring managers and warehouse leaders to ensure candidates meet operational requirements.
- Facilitate interview arrangements and provide timely feedback to vendors and candidates.
- Monitor recruitment pipeline and fulfillment status to ensure manpower targets are achieved.
4. Cost Management & Commercial Negotiation
- Lead commercial discussions and negotiate manpower rates, service fees, and contract terms with BPO vendors.
- Conduct benchmarking and market analysis to ensure competitive pricing and cost-effective workforce solutions.
- Monitor recruitment and outsourcing costs while maintaining service quality and fulfillment targets.
- Support contract renewals, service agreements, and vendor performance evaluations.
5. Stakeholder Management & Reporting
- Collaborate with internal stakeholders including Warehouse Operations, HR, Finance, Procurement, and Business Leaders to support manpower planning initiatives.
- Prepare regular reports on manpower fulfillment, recruitment progress, vendor performance, workforce costs, and operational KPIs.
- Identify trends, risks, and improvement opportunities to support workforce planning and business growth.
- Drive continuous improvement initiatives to enhance manpower acquisition, vendor performance, and operational efficiency.
Qualifications & Requirements
- Bachelor's degree in human resources, Business Administration, Supply Chain, Logistics, or a related discipline.
- Minimum 3 years of experience in outsourced manpower management, blue-collar recruitment, workforce planning, vendor management, or logistics/warehouse operations.
- Proven experience managing BPO vendors, recruitment agencies, or outsourced workforce providers.
- Strong negotiation and stakeholder management skills with the ability to influence both internal and external partners.
- Experience handling high-volume recruitment and manpower fulfillment in fast-paced operational environments.
- Strong analytical skills with the ability to manage workforce data, costs, and operational metrics.
- Excellent communication and interpersonal skills with the ability to work across multiple departments.
- Prefer experience in warehouse, logistics, supply chain, food distribution, FMCG, or e-commerce industries with managing outsourced manpower for large-scale operations (100+ workers).
