Responsibilities:
1. Recruitment, Onboarding & Offboarding
. Handle end-to-end recruitment, including job advertisements, candidate screening, interview arrangements, job offers and follow-up.
- Prepare employment contracts and relevant HR documents for new hires.
- Coordinate new employee onboarding and orientation.
- Handle employee offboarding, including resignation/termination letters, exit clearance and related documentation.
- Conduct or coordinate exit interviews where required.
2. Employee Administration
- Prepare HR letters, including confirmation, probation extension, promotion, salary adjustment, transfer, warning and other employment-related letters.
- Monitor employees probation and confirmation status and follow up with respective HODs.
- Maintain and update employee personal records and HR system.
- Monitor and update annual leave, medical leave, claims and other employee records.
- Maintain proper and confidential personnel files and HR documentation.
3. Payroll, Compensation & Benefits
- Process monthly payroll accurately and within the required timeline.
- Check and reconcile overtime, allowances, deductions and other payroll-related items.
- Administer employee compensation and benefits.
- Handle employee claims and other payroll-related matters.
- Coordinate with Finance on payroll and HR-related payments where required.
4. Training& Performance Management
- Coordinate employee training and development programmes.
- Register employees for courses and maintain training records.
- Monitor and arrange workers CSOC, BCA CoreTrade and other mandatory courses/certifications, including registration, renewal and assessment requirements.
- Maintain and monitor CoreTrade certification validity and arrange renewal or reassessment before expiry.
- Support HODs in the performance appraisal process and follow up on completion.
5. Employee Relations & Engagement
- Attend to employees enquiries on HR policies, benefits and employment matters.
- Assist in handling employee grievances, disciplinary matters and warning letters.
- Coordinate staff welfare, employee engagement activities and company events.
- Communicate HR policies, announcements and other HR-related information to employees.
6. Foreign Worker Administration
- Manage work pass applications, renewals, issuance and cancellations.
- Arrange dormitory / accommodation for foreign workers.
- Update workers residential addresses through MOM OFWAS.
- Arrange pre-employment and renewal medical examinations.
- Manage foreign worker insurance and security bonds.
- Monitor foreign worker levy and submit levy waiver applications where applicable.
- Monitor workers mandatory courses and certification validity.
- Ensure foreign worker administration complies with MOM requirements.
7. Government& Statutory Matters
- Submit government claims, including NS and Pro-Family Leave claims.
- Complete and submit HR-related surveys required by MOM, IRAS, CPF Board and other relevant authorities.
- Handle or support CPF, IRAS and other statutory HR matters where applicable.
- Liaise with government agencies on employment and HR-related matters.
- Ensure HR practices comply with the Employment Act and other applicable employment regulations.
8. Insurance Administration
- Coordinate employee and foreign worker insurance renewals.
- Submit and follow up on insurance claims where required.
- Liaise and negotiate with insurers, brokers and service providers on insurance plans and coverage.
9. HR Policies, Reporting & Audit
- Assist in reviewing and updating HR policies, procedures and employee guidelines.
- Prepare and maintain manpower/headcount reports and organisation charts.
- Prepare HR reports on recruitment, training and other HR matters as required.
- Provide HR documents and information for internal and external audits.
- Handle auditors HR-related enquiries and follow up on required information.
10. General HR Operations
- Liaise with HODs, employees, government agencies, dormitory operators, training providers, insurers and other external parties.
- Provide day-to-day HR administrative and operational support.
- Maintain proper filing and confidentiality of HR information.
- Support the immediate superior/HOD on HR projects and initiatives.
- Perform any other HR-related duties and ad-hoc assignments as assigned by the HOD.
Requirements
. Diploma or Degree in Human Resource Management, Business Administration or related discipline.
. Minimum 3 years of relevant HR experience, preferably with a background in the construction industry.
. Good knowledge of Singapore Employment Act, MOM regulations and HR practices.
. Experience in payroll, CPF, employee income tax and work pass administration.
. Experience in handling foreign worker-related matters will be an advantage.
. Experience with Info-Tech HRMS will be an advantage.
. Good communication, interpersonal and organisational skills.
. Detail-oriented, responsible and able to work independently.
