Hiring Background
This role is a super amazing and mission-critical for the rapid local launch in Taoyuan, Taiwan for the Customer Service Center sizing about 50-100 seats as the start, while with continuous expansion at double or triple times.
Candidate who demonstrates an ability to operate strategical and hands-on across company new-built(office selection and registering), recruiting(RPO, mass recruitment), compliance(employment regulations and labor laws), vendor management and facilities to meet aggressive timelines will be definitely to create the ventures and immeasurable career journey, not only in Taiwan, but for all the other regions like Europe.
Position Summary
Lead HR and administrative functions to rapidly establish and scale a Chinese-speaking customer service center (200 seats) in Taoyuan. Responsible for end-to-end recruitment (including RPO/vendor management), on-boarding, workforce planning, labor compliance, employee relations, facilities/office setup, and HR operations. Key focus on fast hiring of Customer Service Managers, and Recruitment Specialists/Coordinators while ensuring legal compliance and operational readiness.
Key Responsibilities
- Recruitment & Talent Acquisition
- Own full-cycle recruitment for all local roles (agents, team leads, CS managers, HR/recruiting specialists) and lead rapid hiring sprints to meet aggressive timelines.
- Source via RPO partners, local job boards (104, 1111), agencies, campus, social media and direct sourcing; manage vendor selection, contracting, KPIs.
- Design & execute volume hiring campaigns, interview processes, assessment criteria, and offer negotiation.Build a talent pipeline and succession plan for critical roles.
- Track recruiting metrics (time-to-fill, yield, cost-per-hire, acceptance rate) and retention metrics; deliver weekly/monthly hiring reports.
- On-boarding, Learning & Performance
- Design and run structured on-boarding programs, role-based training (including product/process basics), and probation evaluation
- Implement quality assurance feedback loop with Training and QA teams.
- Vendor & RPO Management
- Select, negotiate and manage RPO/agency contracts; define reporting, escalation procedures and DPA/data security terms.
- Oversee EOR/secondment arrangements if used; manage legal and payroll interfaces.
- Administration & Compliance
- Ensure full compliance with Taiwan labor law, PDPA (personal data protection), payroll, labor insurance/health insurance, labor contracts, statutory benefits and record-keeping.
- Manage employment contracts, probation/termination processes, severance calculations and required statutory filings.Serve as primary internal point for labor inspections, audits and for handling employee relations or disputes.
- Facilities & Administrative Setup
- Lead office site selection coordination with real estate brokers, support lease negotiation input from an HR/operational perspective.
- Oversee fit-out coordination: seating plan, workstations, IT/telecom requirements, security, access control, office services and vendor sourcing (furniture, headset, PPE).
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration,psychology, or related field; advanced degree or HR certification (e.g., SHRM, HRCI) preferred.
- 12+ years HR generalist experience with at least 8 years in recruitment/operations for contact centers or large-volume hiring environments.
- Proven experience managing RPO/vendors and delivering rapid hiring targets (e.g., hiring 200+ within weeks).
- Strong knowledge of Taiwan labor law, payroll practices, mandatory benefits (labor insurance, NHI, labor pension), and PDPA requirements.
- Familiarity with local recruitment channels (104, 1111), agency market and campus hiring practices.
- Demonstrated ability to recruit and place mid-senior roles (Customer Service Manager, Recruitment Specialist).
- Excellent communication skills in Mandarin Chinese (spoken & written) and business-level English.

Location: Taoyuan (onsite required for launch phase)
