Job Description

The Senior Manager is responsible for providing independent second-line oversight and risk and control advisory across Compliance, AML/CTF and Sanctions risks for a B2B and C2C cross-border digital assets and Stored Value Facility (SVF) operator. The role supports safe and compliant growth by ensuring that onboarding, transaction monitoring, and financial crime controls are appropriately designed and implemented in line with regulatory expectations and internal standards.

Your Role

  • Plan, design, and provide second-line advisory oversight on B2B and C2C cross-border processes and operating models covering KYB/onboarding, sanctions screening, AML/CTF, and transaction monitoring activities.
  • Partner with First Line of Defense teams to define and enhance transaction monitoring approaches, including tracking, reviewing, and assessing financial transactions to identify potential regulatory, sanctions, and financial crime risks.
  • Provide oversight and challenge on the use of advanced analytics and monitoring tools applied to both fiat and digital asset transaction flows, identifying unusual or irregular activities.
  • Review and oversee Enhanced Due Diligence (EDD) frameworks and perform Level 2 rev iews and investigations for complex or high-risk cases, including high-risk customers, cross-border activity, and unusual transaction behaviour.
  • Ensure ongoing compliance with applicable laws, regulations, license conditions, and supervisory expectations governing AML/CTF, sanctions, SVF operations, and cross-border financial transactions.
  • Act as a key second-line advisor during product planning and development, working closely with Product, Technology, Legal, Operations, and Business teams to assess financial crime and compliance risks and ensure controls are embedded by design.
  • Support regulatory engagement activities, including responses to regulatory enquiries, inspections, and thematic reviews, and oversee remediation of identified issues.
  • Provide regular risk reporting and management information to senior management and governance forums on financial crime risk exposures and control effectiveness.

To Succeed in this Role

  • 5-7 years of relevant experience in AML/CTF, sanctions, and financial crime compliance covering B2B and C2C cross-border onboarding, customer due diligence, and transaction monitoring.
  • Strong understanding of B2B and C2C cross-border compliance requirements, financial crime risks, and regulatory expectations applicable to payments, SVF, and digital asset-related businesses.
  • Hands-on experience providing oversight or advisory support for transaction monitoring frameworks covering both fiat currencies and digital assets.
  • Demonstrated ability to manage and deliver complex compliance or risk initiatives, with excellent project management and cross-department collaboration skills.
  • Experience or knowledge of stablecoins, virtual assets, or blockchain-based payment solutions is highly desirable.
  • Prior experience working within or advising HKMA-regulated entities (e.g. SVF licensees or authorised institutions) is strongly preferred.

  • ACAMS - Certified Anti-Money Laundering Specialist (CAMS)
  • ICA Diploma or Advanced Certificate in AML, Financial Crime, or Compliance
  • Other relevant professional compliance or risk management qualifications
