Responsibilities:

Project Management & Delivery

Lead and manage multiple HV/MV Protection Systems projects concurrently from project award through to successful client handover and project closeout, ensuring delivery within scope, schedule, budget, and quality expectations.

Coordinate closely with clients, consultants, OEMs, system integrators, and internal stakeholders throughout all phases of project execution, including:

  • Factory Acceptance Testing (FAT) for protection panels and Substation Automation Systems (
  • SAS)Site Acceptance Testing (
  • SAT)Protection relay testing, configuration, and commissioning
  • System energisation and integration with existing substations and utility networks Planning & Scheduling
  • Develop and oversee detailed project execution plans, milestone schedules, and short-term look-ahead plans to ensure smooth project progression.
  • Monitor and coordinate progress across: Engineering deliverables (relay schemes, SLDs, wiring and logic diagrams)Procurement activities (IEDs, protection panels, RTUs, communication equipment)System configuration (IEC 61850 SCL files, relay settings)Installation and integration works
  • Testing and commissioning activitiesIdentify delays proactively and implement recovery actions or escalation measures where necessary.Budget & Commercial Management
  • Track project costs against approved budgets and support cost forecasting and financial reporting activities.
  • Prepare and manage documentation relating to:
  • Progress claims and invoicing
  • Variations and change orders
  • Subcontractor claims and vendor coordination
  • Support overall project profitability, cash flow management, contract compliance, and risk mitigation.

Stakeholder & Client Management

Act as the key liaison between clients, consultants, contractors, OEM suppliers, system integrators, and internal departments. Lead project coordination meetings, provide regular project updates, and ensure effective stakeholder communication and expectation management.

Support management in:

  • Technical clarifications
  • Contractual discussions and negotiations
  • Issue resolution and dispute management

Risk, Safety & Quality Management

Maintain and manage project risk registers while ensuring mitigation plans are implemented effectively.

Address and coordinate technical and commercial issues including:

  • Relay coordination conflicts
  • Communication and network integration issues
  • IEC 61850 interoperability and configuration challenges
  • Interface mismatches between primary and secondary systems
  • Ensure all project activities comply with:
  • Company Workplace Safety & Health (WSH) policies
  • Singapore safety regulations
  • Client and project-specific quality requirements
  • Coordinate site safety compliance with installation teams and utility/client site requirements.

Cross-Functional Coordination

Coordinate seamless project handovers from Sales to Project Delivery teams.

Work closely with engineering, procurement, installation, and commissioning teams to ensure successful project execution, including:

  • Relay settings and logic schemes
  • IEC 61850 SCL file coordinationProtection panel installation and wiring worksTesting and commissioning activities using protection testing equipment such as OMICRON
  • Ensure complete and accurate project documentation and handover, including:
  • As-built drawings
  • Relay settings files
  • SCL files
  • Commissioning reports
  • Operation & Maintenance manuals

Requirements

  • 5–10+ years of experience in: Power systems, Substations, Protection & Control systems
  • Must possess a valid SPPG EHVN Pink Pass, which authorizes supervision work at SPPG live substations.
  • Strong hands-on experience in: HV/MV Protection Systems projects
  • Protection relays (distance, differential, overcurrent)
  • Relay coordination studies
  • Substation Automation Systems (SAS), Utility or grid environments
  • IEC 61850 protocols and SCL file configuration
  • IEDs, RTUs, protection panels, and communication systems
  • FAT, SAT, testing, and commissioning activities
  • Protection testing equipment such as OMICRO
