Job Description
We are seeking a responsible and proactive Safety Engineer / Workplace Safety & Health Officer (WSHO) to support and oversee Workplace Safety and Health (WSH) matters across our construction projects.
The successful candidate will work closely with the Project Management Team, site personnel, subcontractors, workers and relevant stakeholders to ensure that all construction activities are carried out in compliance with Singapore's Workplace Safety and Health (WSH) legislation, applicable regulations, codes of practice, company policies and project-specific safety requirements.
Key Responsibilities
- Implement, monitor and maintain the company's Workplace Safety, Health and Environmental (WSHE) policies, procedures, programmes and guidelines at project sites.
- Ensure construction activities comply with the latest applicable Workplace Safety and Health (WSH) Act, subsidiary legislation, regulations, codes of practice and relevant statutory requirements.
- Maintain proper WSH documentation and records, including risk assessments, safe work procedures, inspection records, training records, permits, incident reports, certificates, notices and relevant correspondence with authorities.
- Review and monitor Risk Assessments (RA), Safe Work Procedures (SWPs) and Method Statements together with the Project Management Team, ensuring appropriate risk control measures are implemented and communicated to workers.
- Conduct regular site inspections, safety audits and workplace observations to identify unsafe acts, unsafe conditions and potential hazards, and follow up on corrective and preventive actions.
- Monitor high-risk construction activities and ensure appropriate control measures and Permit-to-Work requirements are implemented where applicable.
- Organise and conduct safety meetings, toolbox meetings, safety briefings, induction programmes and WSH training for workers, supervisors and site personnel.
- Investigate workplace incidents, accidents, near misses and dangerous occurrences identify root causes and recommend appropriate corrective and preventive measures to prevent recurrence.
- Ensure timely reporting and escalation of incidents and accidents to management and relevant authorities, where required by law.
- Maintain and monitor project WSH statistics, inspection findings, incident records and safety performance indicators.
- Monitor compliance with the project's Safety and Health Management System (SHMS) and support internal reviews, audits and continual improvement initiatives.
- Liaise with project management, consultants, subcontractors, workers, clients and relevant government authorities on WSH matters.
- Provide professional advice and recommendations to the Project Management Team on safety risks, regulatory requirements and appropriate control measures.
- Promote a strong WSH culture and encourage active participation by workers, supervisors and management in workplace safety initiatives.
- Keep abreast of changes to Singapore WSH legislation, regulatory requirements, industry practices and relevant MOM/WSH Council requirements.
- Perform any other duties and responsibilities assigned by management.
Requirements
- Diploma or Degree in Engineering, Workplace Safety & Health, Occupational Safety & Health, Environmental Health & Safety or a related discipline.
- Minimum 2-3 years of relevant WSH/Safety experience in the Singapore building and construction industry.
- Candidates with experience as a Safety Coordinator, WSH Coordinator, Assistant WSH Officer or equivalent are encouraged to apply.
- MOM-registered Workplace Safety and Health Officer (WSHO) is preferred. For projects requiring a registered WSHO, candidates must meet the applicable MOM registration requirements.
- Candidates should possess relevant MOM/SSG-recognised WSH qualifications and competency certifications applicable to construction activities.
- Good knowledge of Singapore's WSH legislation, Risk Management requirements, construction safety practices and applicable Codes of Practice.
- Experience in preparing and reviewing Risk Assessments, Safe Work Procedures, Method Statements, inspection reports and safety documentation.
- Good knowledge and practical experience in incident investigation, risk assessment, site inspection and safety training.
- Strong communication, interpersonal and analytical skills, with the ability to work effectively with workers, supervisors, subcontractors and project management teams.
- Proactive, responsible and safety-conscious, with the ability to work independently and exercise sound judgement on site.
- Strong organisational skills with good attention to detail and follow-through.
- Willing to be site-based and physically present at construction worksites as required.
