Job Description

Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. Job Nature

Leverage the opportunities and uncertainties associated with TSMC's goals and objectives. This includes implementing, developing or leading the risk management practices that enable TSMC to make risk-effective decisions that create and sustain value.

What Risk Management Division Covers In TSMC

  • Responsible for driving the leadership, innovation, culture, governance of risk management to identify, evaluate, mitigate, and monitor the TSMC's risks.
  • Develop and enhance Enterprise Risk Management policies, tools and practices to guide in the implementation of enterprise risk management and business continuity/crisis management framework.
  • Ensure TSMC's risk management policies and strategies are in compliance with regulations, industry leading and strategic imperatives of the organization.
  • Cultivate a risk-aware culture and raise risk competency through ongoing stakeholders engagements and education/training programs.
  • Oversee or monitor the adequacy and effectiveness of risk management system, through ongoing compliance checks and validation exercises.
  • Monitor and analyze risks and reports the risk management status and improvement to the executives/management.
  • Support the Board its oversight role in assessing the robustness of risk management system.
  • Lead or provide key inputs into the company's enterprise risk or other committees that oversees the enterprise risk management process and ensures alignment with organizational objectives.
  • This position will also have responsibilities in Risk Management, Business Continuity Management, Crisis Management and Insurance Management (Loss Prevention).

Job Responsibilities

The position is responsible for developing and implementing an integrated risk management and loss prevention framework to protect the company's people, critical physical assets, manufacturing operations, supply chain, and business continuity. The role will work closely with internal and external stakeholders to identify, assess, mitigate, monitor, and report enterprise-level and operational risks.

  • Develop, implement, and continuously enhance enterprise risk management, physical loss prevention, business continuity, crisis management, and insurance-related policies, standards, tools, and practices.
  • Identify and assess enterprise-level risks and vulnerabilities affecting critical business operations and assets, including manufacturing equipment, cleanroom facilities, raw materials, finished products, infrastructure, personnel, supply chains, information technology, and cybersecurity.
  • Conduct risk assessments, scenario analyses, and risk modelling to evaluate the likelihood and potential business impact of identified risks, and develop appropriate mitigation and loss-minimization measures.
  • Establish, monitor, and report key performance indicators to evaluate the effectiveness of risk management and physical loss prevention programs and identify opportunities for continuous improvement.
  • Provide strategic direction and oversight to loss prevention teams, particularly in protecting core manufacturing operations and critical infrastructure.
  • Support the crisis command center and play a key role in business continuity, emergency response, crisis management, and disaster recovery activities.
  • Collaborate with cross-functional stakeholders—including Manufacturing, Supply Chain, Facilities, Information Technology, Legal, Finance, Insurance, Human Resources, and Corporate Security—to address risks and ensure timely implementation of mitigation measures.
  • Lead or provide key input to enterprise risk and other governance committees, ensuring that risk management priorities remain aligned with the company's strategic and operational objectives.
  • Lead the preparation and delivery of Business Continuity Management (BCM) presentations during customer audits. Coordinate with cross-functional teams to address customer inquiries, provide supporting evidence, demonstrate the effectiveness of BCM programs, and follow up on audit observations and corrective actions.
  • Establish and maintain effective relationships with government authorities, insurers, risk consultants, and other external partners to facilitate incident response, investigations, and loss prevention initiatives.

Job Qualifications

  • A recognized expert in risk management with a proven track record of decisive and proactive leadership.
  • Exceptional communication and interpersonal skills, with a demonstrated ability to influence stakeholders.
  • A collaborative team player with proven project management expertise to optimize execution and drive performance.
  • Bachelor's degree or above in Risk Management, Business Administration, Engineering, Science, Security Management, or a related discipline.
  • Minimum of 8 years of progressive experience in enterprise risk management (ERM), physical security, loss prevention, business continuity, crisis management, insurance, or related fields. (Experience requirements may be adjusted based on the position level.)
  • Strong understanding of semiconductor or advanced manufacturing operations, including cleanroom environments, critical equipment and infrastructure, production processes, and raw-material and finished-product logistics.
  • Proven ability to develop and implement risk management frameworks, corporate policies, governance mechanisms, loss prevention programs, and global best practices.
  • Strong analytical capabilities, with expertise in risk analysis, scenario assessment, risk modeling, and KPI management.
  • In-depth knowledge of business continuity management (BCM), crisis management, emergency response, and insurance management.
  • Professional certifications such as ARM, CRMP, CBCP, CPP, PSP, CFPS, or other relevant risk, security, business continuity, insurance, or loss prevention credentials are highly preferred.
  • Proficiency in written and spoken English and Chinese, with the ability to prepare professional reports and communicate effectively with global stakeholders.
