Job Description
We are seeking an experienced and responsible Resident Assistant Manager / Manager to manage and oversee the day-to-day operations of the JSS-OR project. The Resident Assistant Manager / Manager will be the key point of contact for HDB and will be responsible for ensuring that the Sites are operated safely, efficiently and in compliance with all applicable requirements.
The role involves overseeing the project team, establishing effective operating procedures and workflows, coordinating with government agencies and stakeholders, and ensuring that work processes are carried out in accordance with the required guidelines, rules and regulations.
Key Responsibilities
1. Project and Site Management
- Manage and oversee the overall operations and delivery of the JSS-OR project.
- Ensure that the Sites are operated effectively, safely and in accordance with contractual and operational requirements.
- Monitor day-to-day site activities and address operational issues promptly.
- Ensure that project objectives, service standards and operational requirements are met.
2. Client and Government Agency Liaison
- Serve as the primary point of contact for HDB as the Client.
- Establish and maintain effective working relationships with HDB and other relevant government agencies.
- Liaise and coordinate with government agencies and external stakeholders on operational, regulatory and site-related matters.
- Respond to queries, feedback and requests from HDB and relevant stakeholders in a timely and professional manner.
- Represent the organisation at relevant meetings, inspections and discussions where required.
3. SOPs, Workflows and Processes
- Establish, review and implement appropriate Standard Operating Procedures (SOPs) to support effective and consistent site operations.
- Develop and coordinate workflows and processes to ensure clarity of roles, responsibilities and work procedures.
- Regularly review operational processes and identify opportunities for improvement, efficiency and better service delivery.
- Ensure that the project team understands and adheres to established SOPs and workflows.
4. Safety, Compliance and Risk Management
- Ensure that all Site operations are carried out safely and in accordance with applicable guidelines, standards and requirements.
- Ensure compliance with relevant rules, regulations, contractual requirements and HDB guidelines.
- Conduct or coordinate regular checks and inspections to identify operational, safety or compliance issues.
- Ensure that identified deficiencies are appropriately addressed and corrective actions are followed through.
- Maintain appropriate records and documentation relating to safety, compliance, inspections and operational matters.
5. Team Supervision and Work Process Management
- Providesupervision, direction and guidance to the project team.
- Monitor staff performance and work processes to ensure that assigned responsibilities are carried out effectively.
- Conduct regular checks and controls of work processes to ensure consistency, quality and compliance with established procedures.
- Allocate and coordinate work responsibilities according to operational requirements.
- Identify training and development needs and provide appropriate guidance and support to team members.
- Foster a collaborative, accountable and service-oriented team culture.
6. Operational Reporting and Continuous Improvement
- Monitor operational performance and provide regular updates and reports to management and HDB, where required.
- Maintain accurate records and documentation relating to project operations.
- Identify operational issues, assess risks and implement appropriate solutions.
- Drive continuous improvement in operational processes, service standards and project delivery.
- Support audits, inspections, reviews and other project-related exercises as required.
7. Resident and Programme Support
- Support the coordination of resident-related operational matters and activities at the Site.
- Assist in the implementation of group activities, programmes and community initiatives where required.
- Respond appropriately to residents operational feedback and escalate matters requiring further attention.
- Work collaboratively with relevant team members and stakeholders to support a positive and well-managed living environment.
8. Other Responsibilities
- Participate in emergency response, contingency planning and incident management activities where required.
- Support project meetings, operational reviews and other stakeholder engagements.
- Undertake any other duties, responsibilities or projects as assigned by the organisation.
Requirements
- Diploma or Degree from a recognised institution or university, preferably in Facilities Management, Operations Management, Estate Management, Business Administration, Social Services or a related discipline.
- Preferably 5 - 8 years of relevant experience in site management, facilities management, estate management, operations management, project management or a related field.
- Experience in managing a team and coordinating with government agencies, contractors and external stakeholders would be an advantage.
- Good knowledge of operational procedures, workplace safety and regulatory compliance.
- Strong organisational, coordination and problem-solving skills.
- Good written and verbal communication skills.
- Able to work independently, exercise sound judgement and manage multiple operational priorities.
- Comfortable working in a dynamic environment and responding to operational issues and changing requirements.
