ROLE SUMMARY
The Property Manager (6 months contract) is responsible for overseeing the daily operations, maintenance, and overall performance of the assigned property. This role ensures that all building systems operate efficiently, safely, and in compliance with local regulations.
The Property Manager will coordinate with internal teams, external vendors, and stakeholders to deliver a high‑quality facility environment that supports business operations and enhances tenant satisfaction.
DUTIES AND RESPONSIBILITIES
Facility Operations & Maintenance
- Oversee daily building operations to ensure safety, functionality, and operational efficiency.
- Conduct routine facility inspections and coordinate corrective actions with the technical team.
- Plan, execute, and monitor preventive maintenance programs for building infrastructure, including:
- Electrical systems
- Lighting
- Elevators
- CCTV
- Access control
- Water leakage and drainage
- Manage maintenance teams and external contractors (HVAC, plumbing, electrical, janitorial, landscaping, etc.).
- Respond promptly to emergency maintenance issues such as power failures, leaks, and security breaches.
- Maintain accurate records of maintenance schedules, service requests, equipment warranties, and asset documentation.
- Maintain up-to-date building asset maintenance plans and incorporate regulatory changes or new equipment.
Customer Service & Relationship Management
- Build and maintain strong relationships with tenants, landlords, and vendors.
- Provide timely responses to customer inquiries, service requests, complaints, and disputes.
- Ensure high levels of customer satisfaction through proactive communication and service delivery.
- Represent BDx professionally in all customer and landlord engagements.
Communication, Coordination & Negotiation
- Communicate clearly and professionally in both written and verbal formats.
- Coordinate effectively with internal and external stakeholders, including landlords, tenants, contractors, suppliers, and management teams.
- Support contract discussions, service scope clarifications, and basic commercial negotiations.
- Prepare operational updates, reports, and presentations for internal and external stakeholders.
Building Safety, Security & Emergency Response
- Ensure full compliance with Taiwan's regulatory requirements, including:
- Fire Safety Act (消防法)
- Building Act (建築法)
- Occupational Safety and Health Act (職業安全衛生法)
- Oversee fire safety systems, physical security measures, and emergency preparedness plans.
- Lead emergency response and escalation procedures for incidents such as:
- Power outages
- Water leaks
- Fire alarms
- Major equipment failures
- Conduct annual fire drills, evacuation exercises, and disaster preparedness activities.
- Maintain and update Emergency Response Plans (ERP) and Business Continuity procedures.
- Supervise 24/7 security operations, including guard performance, CCTV monitoring, and access control enforcement.
Vendor & Contract Management
- Manage outsourced vendors and service providers, ensuring SLA and KPI performance.
- Conduct vendor evaluations, quotation reviews, and contract renewals.
- Ensure service quality, cost effectiveness, and compliance with standards.
- Coordinate procurement of consumables, spare parts, PPE, and facility supplies.
- Ensure cleaning and security vendor resources are effectively managed, including shift planning and leave coverage.
Financial & Budget Management
- Develop, manage, and track OPEX and CAPEX budgets.
- Monitor expenses, cost control, and budget utilization.
- Conduct financial analysis and identify cost-saving opportunities without compromising service quality.
- Prepare financial and operational reports on facility performance, repairs, and expenditures.
Project & Improvement Management
- Plan and execute facility improvement, upgrade, and installation projects.
- Manage project scope, schedule, cost, and risk.
- Coordinate with architects, engineers, and contractors to ensure timely and compliant project delivery.
- Prepare or review change-management procedures, including switching and isolation procedures.
- Attend and perform critical switching and isolation activities, including after-hours support when required.
Reporting & Documentation
- Prepare operational reports, incident reports, RCA documents, and action-tracking logs.
- Ensure all documentation is complete, accurate, and audit-ready.
- Maintain regulatory documentation, permits, licenses, and annual inspection records.
- Ensure timely submission of mandatory reports to authorities and internal stakeholders.
QUALIFICATION
- Bachelor's degree in Real Estate, Property Management, Business Administration, or Facility field (preferred).
- 5 years or above of work experience in supporting 24x7 building/property/critical facilities management. And proven experience in critical services industry.
- Strong customer service and interpersonal skills, with the ability to build positive relationships with tenants, landlords, and vendors.
- Excellent communication, coordination, and negotiation abilities.
- Strong organizational and time-management skills; able to manage multiple priorities simultaneously.
- Financial acumen, including budgeting, cost control, and financial analysis.
- Strong problem-solving skills and the ability to remain calm under pressure.
- Technical competency in building services, including UPS, generators, static switches, water treatment, HVAC, and refrigeration.
- Knowledge of SCADA, BMS, fire systems, access control, and CCTV systems.
- Ability to respond to emergencies and support critical operations outside normal working hours.
- Experience in managing at team of 5 or more staff.
