Job Summary

Lead end-to-end systems analysis and IT project delivery, collaborating with business units and managing full project lifecycles to develop and support robust application solutions aligned with operational needs.

Responsibilities

• Lead systems analysis and design activities including requirements gathering, process modeling, and solution architecture for new and existing systems
• Collaborate with business units to translate operational needs into detailed functional and technical specifications
• Manage full project lifecycles from requirements gathering to deployment and post-implementation support
• Oversee system integration efforts ensuring interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services
• Manage and coordinate user acceptance testing (UAT) to ensure solutions meet business requirements and quality standards
• Provide technical guidance and mentorship to project team members to enhance project delivery and team capability
• Monitor system performance, identify improvement areas, and drive initiatives to enhance reliability, security, and scalability
• Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans
• Manage relationships with external vendors and system integrators to ensure deliverables meet time, scope, and budget requirements
• Stay current with emerging technologies and industry best practices, proactively applying them within the organizational context
• Apply solid hands-on experience in application development using Java, JavaScript, Angular, SQL, and web and object-oriented programming frameworks
• Utilize a good understanding of SDLC methodologies including waterfall, agile, and hybrid approaches

Required competencies and certifications

• At least five years of relevant experience in systems analysis, IT project delivery, or a related field
• Degree in Computer Science, Information Technology, Information Systems, or a related discipline from a recognised university

Preferred competencies and qualifications

• Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks
• Possession of relevant professional certifications
