The Onshore Project Manager is a key member of the global project execution organization and represents Siemens Mobility towards the customer and local stakeholders in Taiwan. The role is responsible for leading the onshore execution scope, coordinating the local project team, and ensuring contractual, technical, and commercial objectives are achieved.

The overall project is managed by a Project Manager at Siemens headquarters, while the Onshore PM acts as the local execution lead, customer interface, and integrator of onshore activities across disciplines and partners. The role reports to Head of Project Execution, Siemens Mobility Taiwan.

Responsibilities:

Customer & Stakeholder Management

  • Act as the primary onshore interface towards the customer, operators, authorities, and external partners.
  • Represent the project in regular coordination meetings with the customer and internal stakeholders.
  • Ensure smooth information flow between local teams and the global project organization.

Project Execution & Leadership

  • Lead the local onshore project team and coordinate work packages across engineering, installation, and commissioning.
  • Organize, prioritize, and track onshore activities to ensure timely and high quality execution.
  • Drive execution in line with the contractual scope, schedule, and cost targets.
  • Provide regular internal progress reporting to the Head of Project Execution, including status, risks, and required management actions.

Planning, Control & Risk Management

  • Manage onshore schedules and interfaces, including handling external influences such as civil work delays or customer initiated changes.
  • Identify risks early and develop mitigation and acceleration measures.
  • Establish execution control points and support performance steering.

Commercial & Contractual Responsibility

  • Monitor and actively manage onshore project costs within approved budgets.
  • Support claims, change management, and contractual discussions from an onshore execution perspective.
  • Manage subcontractors for third party supply, installation, and local services.

Technical & Process Governance

  • Oversee technical progress and ensure compliance with project requirements and standards.
  • Manage local requirements and change impacts for the Taiwan scope.
  • Approve and release official project documentation within the defined authority.

Requirements:

  • Proven experience in E&M or rail system project management, preferably in metro or signaling projects. Power supply is a plus.
  • Solid understanding of the Taiwan rail / metro environment, including customers, operators, and approval processes.
  • Experience in leading local teams (approx. 5+ people) and managing subcontractors.
  • Strong background in schedule control, interface management, and execution steering.
  • Strong communicator with the ability to align diverse stakeholders in complex project environments.
  • Structured, decisive, and execution‑oriented working style.
  • Ability to make sound decisions under time and cost pressure.
  • High level of ownership, accountability, and proactive problem‑solving.
