Project Manager - MUIS

Role Overview

We are looking for experienced Project Managers to support digital projects with the Islamic Religious Council of Singapore (MUIS).

The Project Manager will be responsible for managing and supporting the delivery of two key system platforms:

• Syariah Court (SYC)
• Registry of Muslim Marriages (ROMM)

The successful candidate will work closely with product managers, designers, developers, users and other stakeholders to manage the end-to-end delivery of digital products and services.

Seniority

We are hiring at the following levels:

• Consultant: 4-6 years of relevant experience
• Senior: 7+ years of relevant experience

Contract Duration

1 year, with an option to extend for an additional 1 year.

Expected Start Date

Early October 2026.

Candidates serving a notice period may be considered, with a buffer of up to 4 weeks from the expected start date.

Interview Period

Interviews are expected to take place between 28 September and 2 October 2026.

Key Responsibilities

• Drive product success by supporting the delivery and adoption of digital products.
• Partner with Product Managers and Designers to conduct user interviews and gather user feedback.
• Work closely with Product Managers to facilitate sprint planning, Scrum meetings, retrospectives and other Agile ceremonies.
• Track and manage development progress to ensure projects and product releases are delivered on schedule.
• Coordinate closely with product, engineering and other stakeholders throughout the product development lifecycle.
• Conduct and support system testing, user testing and security testing prior to release.
• Coordinate UAT, defect resolution and release readiness activities where required.
• Support product launches and go-live activities.
• Run user education and adoption initiatives following product releases.
• Provide post-release product support.
• Work with Product and Engineering teams to identify, track and resolve system issues and bugs.
• Manage project timelines, risks, issues, dependencies and action items.
• Prepare and maintain project documentation, meeting minutes, reports and other required documentation.
• Follow up closely with stakeholders to ensure tasks and issues are brought to closure.
• Manage multiple priorities and deliverables while working under tight timelines.

Requirements

• Minimum 4 years of relevant Project Management, digital product delivery or related experience.
• Experience delivering digital products or systems.
• Demonstrated end-to-end experience working with product and technology teams to build and deliver products.
• Proven track record of delivering effective products within resource and timeline constraints.
• Experience working with Product Managers, Developers, Designers, Business Analysts and other technology stakeholders.
• Good understanding of Agile or Scrum delivery methodologies.
• Strong project planning, coordination and stakeholder management skills.
• Strong written and verbal communication skills.
• Strong documentation, meeting minute-taking and technical writing capabilities.
• Highly meticulous, organised and able to follow through on tasks until completion.
• Able to work independently and effectively under pressure.
• Able to prioritise multiple tasks and meet tight deadlines.
• Must be eligible to work in Singapore.
• Successful candidates will be required to obtain Cat 2 Security Clearance before commencing work. The relevant authority will initiate the clearance process after the candidate has been confirmed.

Advantageous Experience

The following will be considered an advantage:

• Experience working on Singapore Government or public-sector digital projects.
• Experience delivering citizen-facing or regulated digital platforms.
• Experience with system testing, UAT, security testing, production releases and post-go-live support.
• Experience using platforms such as JIRA, Confluence or Balsamiq.
• Scrum Master certification.
• Product Owner certification.
• Business Analysis Professional or related certification.
• Diploma or degree in Computer Science, Product Management or a related discipline.
