About the Job
The Project Manager drives the successful delivery of the following strategic project:
- Jetty pipeline relocation
- Admin building separation
- Tank Farm expansion
- Lead other key Capex projects within the agreed budget
- Project management: Develop and implement detailed project scope, plans, budgets, resource allocation, and delivery roadmaps for a brownfield development project. Coordinate across engineering and construction teams, plant operation to ensure project alignment with company's strategic plan.
- Engineering: Demonstrate a solid understanding of engineering design, design standards, international code and standards, cost estimation, construction strategy in brown field development, industrial best practices, and local regulatory requirements for building and infrastructure.
- Commercial Acumen: Demonstrate a solid commercial acumen with the ability to understand project financial, manage budget, negotiate contracts, and optimize cost-performance outcomes without compromising quality or compliance.
- Safety Leadership: Embed a safety-first mindset by integrating safety protocols and HSSE management plan into every phase of the project lifecycle.
- Risk and change management: Identify, evaluate, and mitigate risks to project success. Proactively address issues and adapt plans to manage changes effectively while ensuring project objectives remain achievable. Drive risk assessment and mitigation actions at each stage of the project.
- Stakeholder alignment and engagement: Build a solid relationships with business, technical, operation, external parties such as engineering contractor, sub-contractor and local authority to maintain alignment on goals, requirements, and delivery priorities. Act as a communication link and to ensure clarity and focus throughout the project lifecycle.
- Continuous improvement and process optimization: Lead efforts to refine project management practices, focusing on repeatable and measurable processes. Drive initiatives to improve project efficiency, reduce risks, and enhance project outcomes while maintaining a culture of continuous improvement.
- Procurement Management: Coordinate procurement activities including RFQ, Techno-commercial negotiations, PO creation, contract development, and invoice processing.
Requirements
- Bachelor of Engineering or a related discipline
- 10-15 years of relevant professional experience in project management or a related field, with a proven track record of leading projects of progressively increasing scope and complexity alternatively, at least 5 years of focused experience in project management
- Solid combination of project management and engineering knowledge/experience
- Experience in areas like pipeline installation, tank farm expansion, electrical substation upgrade, understanding of lubricant manufacturing process, batch process, pigging operation, basic understanding of instrumentation, understanding of risk assessment techniques is a plus.
- Familiarity with regulatory and permitting processes in Singapore
- Candidate must have experience in Singapore government requirement
- Proficiency in MS Project, Microsoft Excel and other project tracking and reporting tools
- Good knowledge of safety standards and HSSE (Health, Safety, Security, and Environment) practices
