Job Summary
The Payroll Specialist is responsible for managing end-to-end payroll operations for Singapore and Thailand, including outsourced workforce payroll. The role ensures accurate and timely payroll processing, statutory compliance, attendance administration, payroll reporting, tax filings, and HRIS support. The incumbent will work closely with HR, Finance, and external vendors to ensure payroll accuracy, regulatory compliance, and continuous process improvement.
Key Responsibilities
- Process end-to-end monthly payroll for Taiwan employees accurately and within established timelines.
- Administer outsourced worker payroll, including payroll verification, invoicing, reconciliation, and coordination with manpower agencies.
- Update and verify employee attendance, overtime, leave, allowances, deductions, and payroll inputs prior to payroll processing.
- Monitor and maintain accurate attendance records, resolving discrepancies in collaboration with relevant stakeholders.
- Ensure compliance with statutory requirements, including income tax, and other payroll-related regulations.
- Prepare and submit statutory filings, annual tax reporting, and tax clearance for foreign employees.
- Maintain accurate payroll records, employee master data, and payroll documentation.
- Coordinate with Finance on salary payments, payroll reconciliations, statutory payments, and outsourced payroll invoices.
- Prepare monthly payroll reports, finance report, headcount report, statutory reports, and ad hoc report as and when required.
- Respond to payroll-related enquiries from employees, management, government authorities, and external vendors.
- Support internal and external payroll audits by preparing payroll records and supporting documentation.
- Identify opportunities to improve payroll processes, controls, and operational efficiency.
- Support HRIS administration and implementation projects, including data migration, User Acceptance Testing (UAT), and post-implementation support.
- Support annual performance appraisal activities and other HR initiatives.
- Participate in HR events, employee engagement programs, ISO audits, and company activities.
- Provide backup support for HR and Administration functions to ensure operational continuity.
- Maintain strict confidentiality of payroll and employee information.
- Perform other payroll, HR, and administrative duties as assigned.
Job Requirements
- Diploma or Bachelor's Degree in Human Resource Management, Business Administration, Accountancy, Finance, or a related discipline.
- Minimum 3–5 years of payroll experience, preferably in a manufacturing or multinational environment.
- Hands-on experience processing Taiwan payroll; exposure to China/Japan/Korea payroll is an advantage.
- Experience managing outsourced workforce payroll and agency billing is preferred.
- Experience with payroll systems and HRIS (Infotech and ADP experience is an advantage).
- Proficient in Microsoft Excel (e.g., PivotTables, XLOOKUP/VLOOKUP, formulas).
- Strong analytical, organizational, and problem-solving skills.
- High level of accuracy, attention to detail, and confidentiality.
- Ability to work independently, manage multiple priorities, and meet payroll deadlines.
- Strong communication and interpersonal skills with the ability to collaborate effectively across HR, Finance, and external stakeholders.
