Description

The Parking Compliance Aide I enforces parking regulations in all areas within the City of Hyattsville in accordance with State of Maryland, Prince George's County, and City of Hyattsville laws and ordinances. The position helps prevent traffic accidents by ensuring the safe and effective flow of traffic and enhances the quality of life in the City of Hyattsville.

The Parking Compliance Aide provides communications services on an as-needed basis to process calls for emergency and non-emergency services and to facilitate the provision of appropriate police services to residents and visitors of the City of Hyattsville.

The Parking Compliance Aide works under the general technical and administrative supervision of the Operations Manager and is expected to remain informed of job-related laws, rules and regulations, policies, and procedures. Within established policies and objectives, the Aide works independently, with minimal supervision, in accomplishing routine and special assignments.

The position requires flexible scheduling, including weekday evenings (Monday–Friday) and weekends (Saturday and Sunday). The work schedule will likely include evenings and Saturdays

Example of Duties

  • Reads and comprehends laws, regulations, maps, procedural instructions, and other reference materials related to parking enforcement to issue proper warnings and citations.
  • Operates a City vehicle or bicycle throughout the City to detect parking regulation violations.
  • Walks throughout the City to detect parking regulation violations.
  • Observes parking regulation violations in metered and restricted areas, such as fire lanes, to issue warnings and/or citations.
  • Prepares warnings and citations by recording the offense, vehicle description, date, time, location of the offense, and vehicle tag number on a portable citation printer and placing the printed citation on the offending vehicle's windshield.
  • Determines whether a vehicle is abandoned in accordance with City Code by marking the vehicle's tires and issuing a citation when appropriate.
  • Monitors suspicious vehicles, determines whether the vehicle's tag is properly assigned, and prepares an impound report and/or recovered property report when necessary.
  • Patrols commercial parking lots to issue citations for vehicles parked in violation of assigned parking space provisions.
  • Patrols areas of the City where the Residential Permit Parking Program is in effect to identify vehicles parked in violation of posted time limits, mark vehicle tires, and issue citations as appropriate.
  • Reports violations of laws and regulations other than those related to parking, suspicious activity, and traffic conditions requiring attention, such as accidents, to the Police Department for appropriate handling by police personnel.
  • Answers questions from citizens regarding parking regulations and general matters, provides requested information such as travel directions, or refers citizens to the appropriate person or agency.
  • Provides miscellaneous public services to citizens, including setting up flares to prevent accidents, calling for tow trucks, and assisting with moving vehicles out of traffic lanes during emergency circumstances.
  • Reports missing or damaged parking and traffic signs, inoperative or missing meters, and traffic control signals to initiate their repair or replacement.
  • Operates a portable radio to keep the Police Communications Department informed of the Aide's location; report observed illegal activity; obtain vehicle information; request police services for citizens; and exchange other job-related information.
  • Submits copies of warnings and citations issued during the shift to the appropriate department as directed.
  • Testifies in court in contested citation matters to present the facts surrounding the citation.
  • Delivers official documents and other paperwork to City, County, and State agencies, including the State of Maryland Motor Vehicle Administration.
  • May accompany patrol officers to public schools to assist in maintaining a visible police presence at the beginning and end of the school day.
  • May conduct foot patrols during community activities involving crowds at City events.
  • May conduct surveys of inoperative streetlights and prepare reports for submission to the Supervisor and/or Director identifying the location and pole number of inoperative lights.
  • Performs other job-related tasks as assigned.

Knowledge, Skills, And Abilities

  • Knowledge of basic computer skills and the use of cell phones, tablets, and similar technology.
  • Knowledge of the parking regulations of the City of Hyattsville.
  • Knowledge of the streets and landmarks of the City of Hyattsville.
  • Knowledge of procedures for issuing and completing parking violation citations.
  • Knowledge of the proper operation of City vehicles, including Segways and mountain bicycles.
  • Knowledge of procedures for operating portable radios and other job-related communications equipment.
  • Ability to provide information to others and clearly express ideas orally.
  • Ability to listen to and comprehend information and ideas presented by others.
  • Ability to treat persons of diverse cultures and backgrounds, and individuals at all levels of society, courteously and with dignity and respect.
  • Ability to communicate information and ideas effectively in writing.

Minimum Qualifications

  • High School Diploma or equivalent and demonstrated ability to work and interact effectively at all levels of customer service.
  • Must be computer literate and able to effectively use cell phones, tablets, and related applications.

Licenses and Certifications

  • A valid state driver's license and a good driving record are required.

Physical Demands and Working Environment

The position requires light physical effort in working with equipment, materials, and supplies, as well as the occasional operation of standard office machines, communications equipment, and other job-related equipment.

Most duties are performed outdoors and may require working in various types of weather. The incumbent must be able to drive a vehicle; have sufficient vision to detect violations; hear to detect violations or suspicious activity; read signs and other written materials; read a computer screen; speak; use a keyboard for data entry and communication purposes; and complete forms and reports.
