Overall Job Responsibility
- Support the Director to develop and execute SG Enable's technology strategy and roadmap and strengthen the organisation's technology engineering and digital delivery capabilities.
- Lead the adoption of a product-led approach to technology delivery, bringing together product management, engineering, architecture, design, security and technology operations to deliver sustainable digital products and platforms.
- Support the Director in building the capabilities and capacities of the Technology Engineering function and take on progressively broader responsibilities in enterprise technology leadership.
Duties and Responsibilities
- Product Management and Technology Delivery
- Lead the adoption and implementation of a product-led operating model for SG Enable's digital products and platforms.
- Oversee multidisciplinary product teams comprising product, engineering, architecture, design and other technology capabilities.
- Work with business owners and Product Managers to establish product vision, roadmaps, priorities and measurable outcomes aligned with organisational objectives.
- Drive the shift from project-based system implementation towards sustainable product ownership and continuous improvement, where appropriate.
- Oversee the portfolio of technology products and initiatives, including prioritisation of resources, dependencies, risks and delivery timelines.
- Establish appropriate product and delivery governance to ensure technology investments deliver intended business and user outcomes.
- Technology Engineering and Architecture
- Lead and strengthen engineering capabilities and practices across software development, solution architecture, DevSecOps, quality assurance, platform operations and related technology disciplines.
- Establish modern engineering practices and standards to improve the quality, security, reliability and maintainability of SG Enable's digital products.
- Work with the Director and technology teams to ensure solutions are aligned with SG Enable's enterprise architecture and longer-term technology roadmap.
- Promote the use of reusable platforms, common services, APIs and integration patterns to improve interoperability and reduce unnecessary duplication across systems.
- Ensure appropriate consideration of scalability, maintainability, cybersecurity, data, accessibility and total cost of ownership in technology decisions.
- Oversee the management of technical debt and lifecycle management of technology products and platforms.
- Technology Strategy, Governance and Investment
- Support the Director in translating SG Enable's organisational and digital strategies into technology priorities and an executable technology roadmap.
- Support the evaluation and prioritisation of technology investments based on strategic value, business and user outcomes, technical sustainability, risk and cost.
- Provide technology advice and recommendations to senior management and business stakeholders on technology opportunities, options and trade-offs.
- Support technology governance, architecture and investment forums and represent the Director where required.
- Work with cybersecurity, infrastructure and technology operations teams to ensure that appropriate security, resilience, business continuity and operational requirements are incorporated throughout the technology lifecycle.
- Technology Partners and Vendor Management
- Provide oversight of strategic technology vendors, system integrators and delivery partners to ensure effective delivery of technology products and services.
- Ensure vendors and partners operate in accordance with SG Enable's architecture, engineering, security and delivery standards.
- Establish clear accountability for delivery outcomes, service quality, documentation and knowledge transfer.
- Strengthen SG Enable's internal ownership of its technology products and platforms and reduce unnecessary reliance on external vendors.
- Support technology procurement, vendor evaluation, contract management and major technology investment decisions.
- Team and Capability Development
- Lead and develop multidisciplinary technology teams across product management, engineering and related technology functions.
- Build the competencies required for SG Enable to progressively take greater ownership of its enterprise technology stack and digital products.
- Coach Product Managers, engineering leads and technology professionals to strengthen ownership, technical judgement and delivery capabilities.
- Develop appropriate professional standards, competencies and career development pathways for technology roles.
- Foster a culture of collaboration, experimentation, continuous improvement, engineering excellence and accountability.
- Support the Director in planning the function's manpower, organisation structure and training and competency needs.
- Other Duties
- Act as a key deputy to the Director in the leadership and management of the Technology Engineering function.
- Represent the Director at internal and external meetings, technology governance forums and engagements where required.
- Work closely with business and transformation teams to translate organisational needs and service transformation opportunities into appropriate technology solutions.
- Take on progressively broader technology leadership responsibilities as SG Enable's internal technology capabilities mature.
- Provide support for other duties that may be assigned by the Director or Senior Management from time to time.
Qualifications, Knowledge And Experience
- 10 to 12 years of relevant experience in technology, digital product development, software engineering or related domains, with at least 5 years in a managerial or leadership capacity.
- Experience leading multidisciplinary product or technology teams comprising product management, engineering, architecture, design and related disciplines.
- Strong understanding of product management, Agile delivery and modern software engineering practices.
- Good understanding of enterprise architecture, software development, cloud technologies, APIs and integration, DevSecOps, cybersecurity and technology operations.
- Experience managing a portfolio of digital products, enterprise platforms or major technology initiatives.
- Experience in establishing product operating models, technology delivery practices or internal engineering capabilities would be advantageous.
- Strong experience in managing technology vendors, system integrators and external technology partners.
- Ability to engage and influence senior stakeholders and translate business priorities into technology strategies, roadmaps and investment decisions.
- Ability to understand and challenge technical recommendations, evaluate technology trade-offs and provide sound recommendations to management.
- Strong leadership and people development capabilities, with experience building and developing high-performing technology teams.
- Strong strategic thinking, problem-solving and communication skills, with the ability to operate effectively across strategy, technology delivery and operations.
- Experience in the public sector, social service sector or a complex service delivery environment would be advantageous.
