Job Description

Role Purpose

The Manager/Senior Manager will lead APSN's workforce planning, talent acquisition, employee engagement, and retention strategies. The role ensures APSN has the workforce capacity, capability, continuity, and organizational health needed to deliver its mission and strategic priorities.

Working closely with leaders across APSN, you will translate workforce insights into practical actions that improve hiring effectiveness, strengthen engagement, and support a future-ready workforce ecosystem.

Reporting to the Director, People & Culture, you will act as a key operational leader and deliberate HR Business Partner.

Key Accountabilities

  • Architect and optimize multi-channel recruitment strategies for hard-to-fill, mission-critical and recurring roles.
  • Use recruitment and workforce analytics to improve source effectiveness, candidate experience, time-to-fill, cost-per-hire, and hiring velocity.
  • Champion APSN's employer brand and Employee Value Proposition by articulating APSN's social impact, inclusive culture and developmental opportunities.
  • Design and improve employee listening mechanisms, including engagement surveys, pulse checks, stay interviews, and exit interviews.
  • Translate engagement insights into practical interventions that strengthen retention, employee voice, psychological safety, inclusion and organisational belonging.
  • Co-lead workforce planning with schools, centres and functions, including workforce scenarios, supply-demand analysis, vacancy risks and future capability needs.
  • Partner department heads as a trusted HR advisor, diagnosing people issues and escalating complex matters with clear analysis and recommended options.
  • Lead, coach and develop a resilient, data-literate team that delivers accurate reporting, talent pipelines and continuous process improvements.

What We're Looking For

  • Degree in Human Resource, Business or a related field.
  • Minimum 8 to 12 years of progressive HR experience, with at least 1 to 2 years in a team leadership role focused on Talent Acquisition and/or Employee Engagement.
  • Demonstrated success influencing senior stakeholders through workforce analytics, data-driven recommendations and enterprise-wide people initiatives.
  • Proficiency in HR data analytics and modern recruitment channels.
  • Strong knowledge of the Singapore Employment Act, TAFEP guidelines and statutory regulations.
  • Strong stakeholder management, problem-solving, empathetic leadership and communication skills.
  • Proficient in written and spoken English.
