About the job

This role resides in NTUC's Social Policy Department, which is responsible for providing advice to the Labour Movement's leadership and developing advocacy on a broad range of workplace and welfare matters to safeguard workers Protection, Placement, Progression, and Privileges.

The Manager / Senior Manager, Social Policy will support the development and implementation of NTUC's Workplace Health and Safety Programme, while contributing to policy advocacy efforts relating to workers welfare, workplace conditions, and wellbeing. The role involves engaging internal and external stakeholders, conducting policy analysis, supporting advocacy initiatives, and coordinating programmes that strengthen NTUC's representation of workers interests.

Responsibilities

  • Support the planning and execution of NTUC's Workplace Health and Safety Programme, including initiatives that promote safer and healthier workplaces for workers across different sectors.
  • Conduct policy research and analysis on workplace safety, occupational health, labour issues, and broader social policy developments to support informed policy recommendations and advocacy efforts.
  • Engage unions, internal business units, and external stakeholders to gather ground feedback, identify emerging worker concerns, and support the development of practical policy solutions and programmes.
  • Prepare reports, briefing papers, presentations, talking points, and other materials to support management discussions, advocacy efforts, and stakeholder engagements.
  • Support awareness initiatives, campaigns, and engagements that strengthen NTUC's advocacy profile and advance workers interests.
  • Liaise and coordinate with relevant government agencies and partners, including the Ministry of Manpower, Ministry of Health, and Health Promotion Board, on policy and programme-related matters.
  • Provide secretariat and project management support for workgroups, taskforces, meetings, and cross-functional initiatives.
  • Work collaboratively across teams to support the implementation and monitoring of policy initiatives and programmes.

Job Requirements

  • Possess a genuine passion for workers welfare and a strong interest in workplace issues, labour relations, public policy, and social developments impacting workers.
  • Demonstrate good analytical and critical thinking skills, with the ability to interpret policies, regulations, labour-related trends, and data to derive meaningful insights and recommendations.
  • Demonstrate a working knowledge of workplace safety and occupational health issues faced by workers, interventions, and compliance
  • Possess strong written and verbal communication skills, including the ability to prepare reports, presentations, and policy-related materials clearly and effectively.
  • Be able to engage and manage multiple stakeholders, with strong interpersonal and relationship management skills.
  • Be a proactive team player who is comfortable working across teams and navigating cross-functional issues and trade-offs.
  • Experience in policy analysis, stakeholder engagement, project management, advocacy, or programme coordination would be advantageous.
