Job Description

The applicant must possess
  1. a recognised degree in Computer Science, Information Systems, or related disciplines.
  2. at least 10 years post‑qualification, hands‑on experience in enterprise application development, particularly in maintaining and modernising business‑critical legacy systems.
  3. strong full‑stack technical capability, including object‑oriented programming, web applications, relational databases, and API‑based integration.
  4. proven hands‑on experience with .NET Framework / .NET Core, Angular or React, and TypeScript exposure to mobile or cross‑platform development frameworks (e.g. .NET MAUI, React Native, Flutter) is an advantage.
  5. demonstrated ability to assess complex application landscapes, identify duplicated functionality, technical debt, and architectural risks, and propose pragmatic, phased modernisation approaches without disrupting live operations.
  6. proven experience providing technical leadership to a development team, including code review, architectural guidance, and setting development standards.
  7. solid understanding of SDLC and agile delivery, with experience balancing short‑term business needs and long‑term technical sustainability.
  8. strong analytical, problem‑solving, and stakeholder communication skills.
  9. good command of written and spoken English and Chinese.

Duties include
  1. to lead hands‑on design, development, testing and implementation of application enhancements for actively used, business‑critical systems
  2. to review and rationalise existing applications, including identifying duplicated services and inconsistent technology stacks, and recommend controlled, phased modernisation strategies
  3. to define and enforce development standards, conduct code reviews, and provide ongoing technical and architectural guidance
  4. to work with business units to translate operational needs into sustainable technical solutions while minimising disruption
  5. to plan and manage development work, including estimation, risk management, and progress monitoring
  6. to supervise vendors or contractors and ensure compliance with integration, quality, and security standards and
  7. to carry out any other duties as assigned from time to time by the Executive Director.
