M&E Project Manager (5 Month Contract)

Key Responsibilities

• Project Execution & Coordination: Lead day-to-day project operations, track critical path milestones, manage permit-to-work protocols, and synchronize work schedules among specialized mechanical, electrical, and BMS/EMS subcontractors.

• Testing & Commissioning (T&C): Establish stage-by-stage T&C protocols, witness and sign off on commissioning steps, and manage punch-list closures.

• Vendor & Stakeholder Management: Act as the main operational focal point between building owners, original equipment manufacturers (OEMs), Licensed Electrical Workers (LEWs), and sustainability/Green Mark consultants.

• Technical Problem Solving: Serve as the first-line authority for resolving site coordination issues, technical challenges, and equipment defect rectifications.

• Documentation & Reporting: Direct the RFI process, compile an interim hard-start operating manual prior to EMS integration, maintain weekly progress logs, and build out the structured final handover documentation package.

• Meetings & Progress Tracking: Lead weekly project status reviews, keep meeting records, and ensure ongoing risk mitigation for potential schedule slippages.

Scope of Works Covered

• Complete overhaul of cooling tower systems (retrofits and removals).

• Replacement of central chillers, chilled water pumps (CHWP), and condenser water pumps (CWP).

• Deployment of upgraded BMS, EMS, and plant automation systems.

• Execution of Green Mark energy-efficiency standard requirements.

Key Deliverables

• Up-to-date master execution schedule and active RFI tracker.

• Stage-wise T&C sign-offs and punch-list resolutions.

• Hard-start phase interim operating manual.

• Weekly client and management progress reporting.

• Structured end-of-project document handover package.

Requirements & Qualifications

• Proven track record as a Project Manager managing complex commercial HVAC, chilled water plant upgrades, or central mechanical retrofits.

• Strong technical background in mechanical & electrical (M&E) systems, BMS integration, and central plant T&C processes.

• Experience working in live commercial buildings and navigating Singapore-specific building regulations, Green Mark standards, and LEW requirements.

• Excellent communication skills with demonstrated success interfacing with corporate clients, sub-contractors, and OEM suppliers.
