Own the delivery, compliance, and profitability of all landscape maintenance contracts - planning manpower and machinery, upholding NParks and WSH standards, and protecting contract margins across assigned sites

1. Contract & Site Operations

Plan and execute scheduled horticultural maintenance across assigned sites: turf management, pruning, hedging, weeding, fertilising, pest and disease control, planting, and replacement

Prepare and maintain site-specific work schedules and maintenance calendars aligned to contract specifications and KPI regimes

Conduct routine site inspections issue and close out defect rectification within contractual timelines

Manage ad-hoc and reactive works, including storm damage response, fallen tree clearance, and emergency call-outs

Serve as primary operational contact for Town Councils, JTC, MCSTs, and commercial clients attend site meetings and respond to complaints and feedback

2. Manpower Management

Deploy and roster crews across sites to meet contract manning requirements manage leave, absenteeism, and coverage

Supervise, train, and appraise supervisors, gardeners, and machine operators.

Ensure compliance with Landscape Progressive Wage Model job levels and training requirements

Manage work pass matters in coordination with HR, including quota utilisation, renewals, and worker accommodation standards

Drive productivity through job re-design, mechanisation, and route optimisation

3. Machinery, Materials & Assets

Plan deployment and utilisation of mowers, brushcutters, chippers, hedge trimmers, aerial lifts, and vehicles.

Maintain servicing schedules, maintenance logs, and asset registers minimise downtime.Forecast and control consumption of fertilisers, pesticides, plant material, and consumables against site budgets

Work with Procurement on sourcing, nursery supply, and equipment purchases

4. Compliance, Safety & Licensing

Ensure works comply with NParks requirements, Parks and Trees Act, and applicable Codes of Practice

Enforce WSH standards: risk assessments, permits-to-work, toolbox briefings, PPE, traffic management, and work-at-height controls

Ensure only certified personnel undertake regulated works (tree pruning, pesticide application, aerial lift operation)

Manage incident reporting and investigation support insurance and third-party claims

Maintain records for audits, licensing renewals, and client compliance submissions

5. Financial & Commercial

Manage site-level P&L against budgeted manpower, material, and machinery costs

Identify and cost variation orders, additional works, and reinstatement claims

Support tender and quotation preparation with deployment plans, manning schedules, and cost inputs

Verify subcontractor works and certify payment claims

Report monthly on cost variances, contract performance, and margin risk

6. Growth & Improvement

Support pre-tender site surveys and technical proposals

Identify upselling opportunities within existing accounts (softscape enhancement, tree works, irrigation)

Contribute to productivity and grant-supported initiatives, including mechanisation and digital job management

Maintain plant health knowledge and advise clients on species selection and replacement.
