Job description

It works closely with industry partners to translate research into practical applications, supporting business transformation and economic development across the region.
Job Responsibilities
- Lead end-to-end procurement activities including sourcing, tendering, evaluation, contract management, and supplier governance
- Ensure procurement processes comply with internal policies, governance standards, and regulatory requirements
- Partner with internal stakeholders to define procurement needs, develop sourcing strategies, and execute procurement plans
- Manage and develop procurement team members to deliver projects on time, ensuring transparency and compliance
- Drive continuous improvement by reviewing procurement processes and implementing efficiency and standardisation initiatives
- Support the enhancement and regular update of procurement policies and procedures
- Identify, evaluate, and onboard new suppliers while managing existing vendor relationships
- Handle ad-hoc procurement projects and assignments as required
Job Requirements
- Bachelor's degree in Procurement, Business Administration, or related discipline
- Professional certification such as CIPS, CPSM, or equivalent preferred
- Minimum 6 years of procurement experience, ideally covering IT procurement, ICT, corporate services, and professional services
- Proven experience in tender management, contract drafting, category management, or strategic sourcing
- Strong understanding of procurement governance, commercial terms, and regulatory requirements
- Solid business acumen with sound negotiation and stakeholder management skills
- Demonstrated leadership experience with the ability to drive team performance and change initiatives
- Strong communication and influencing skills across different levels and functions
- Detail-oriented, self-motivated, and able to thrive in a fast-paced environment
- Proficiency in Excel (e.g., Pivot Tables, VLOOKUP) and familiarity with ERP systems is advantageous
- Fluent in English, Cantonese, and Putonghua
