Job description
My client is seeking a Procurement Manager to manage end‑to‑end procurement activities, with a strong focus on technology, IT, and professional services procurement.
This role partners closely with internal stakeholders across IT, engineering, and R&D functions, ensuring procurement activities are delivered efficiently, transparently, and in compliance with established governance frameworks.
Key Responsibilities
- Manage end‑to‑end procurement activities including sourcing, tendering, evaluation, contracting, and supplier management
- Lead IT, ICT, and professional services procurement, including software, hardware, systems, and technical services
- Prepare and manage RFQ/RFP/tender documentation, evaluations, and contract negotiations
- Ensure procurement activities comply with internal policies, procedures, and governance requirements
- Partner with internal stakeholders to understand business needs and align procurement strategies accordingly
- Lead and coach team members to deliver procurement projects on time and in compliance with procedures
- Drive continuous improvement by reviewing processes and identifying opportunities for standardisation and efficiency
- Support updates to internal procurement policies and guidelines
- Handle ad‑hoc procurement initiatives as required
Requirements
- Bachelor's degree in Procurement, Business Administration, or a related discipline
- 6+ years of relevant procurement experience, preferably covering IT, technology, ICT, or professional services
- Strong experience in tendering, contract drafting, sourcing, and supplier management
- Solid understanding of procurement governance, compliance, and commercial terms
- Experience supporting stakeholders in technology, engineering, or R&D environments is highly desirable
- Professional qualifications such as CIPS / CPSM or equivalent are an advantage
- Strong stakeholder management, leadership, and negotiation skills
- Detail‑oriented, self‑motivated, and comfortable working in a structured environment
- Proficiency in Excel (e.g. Pivot Tables, VLOOKUP)
- Experience with ERP systems is a plus
- Good command of English and Cantonese Putonghua is an advantage
