We are looking for an International Business Compliance & Data Governance Manager to support cross-border digital business
operations, regulatory risk management and data governance initiatives for an international technology business.
The role will focus on international business compliance, data protection, platform governance, regulatory research and practical
implementation of compliance controls. The successful candidate will work closely with business, legal, finance, tax, product,
security and external advisory teams to translate complex regulatory requirements into operationally feasible business processes.
This is a hands-on role suitable for a commercially minded legal and compliance professional with strong international technology-
sector experience, especially in China-based technology companies expanding into overseas markets.
Key Responsibilities
. Support international business compliance and data governance workstreams across key overseas markets, including APAC,
the European Union, the United States and other relevant jurisdictions.
. Interpret and monitor legal, regulatory and enforcement developments relating to data protection, cybersecurity, advertising
technology, digital platforms, consumer protection, minors protection and cross-border business operations.
. Support European and French-speaking market compliance matters, including review of regulatory updates, external counsel
advice, market-facing materials and implementation requirements related to GDPR, DSA and other EU or local market rules.
. Develop and implement practical compliance frameworks, policies, playbooks, checklists and internal guidance to support
international business expansion and risk control.
. Work with business, legal, product, finance, tax and security teams to identify, assess and manage compliance risks arising
from new products, commercial models, data flows, platform features, user operations and market-entry activities.
. Support data protection and privacy governance projects, including privacy policy review, user rights handling, cross-border
data transfer assessments, data breach response processes, DPIA-style risk assessments and internal data governance
improvements.
. Conduct compliance reviews and internal audits on business processes, documentation, vendor arrangements, commercial
practices and operational controls, and follow up on remediation actions.
. Coordinate with external counsel, consultants and other professional service providers in different jurisdictions, and translate
external legal advice into actionable internal recommendations.
. Prepare internal compliance reports, regulatory updates, risk memos and training materials for business and management
stakeholders.
. Support governance build-out for international operations, including entity-level governance, authorization processes, contract
governance, external advisor management and internal compliance coordination.
. Act as a bridge between China-based headquarters teams and overseas business teams, ensuring that compliance
requirements are understood, localized and implemented effectively.
Requirements
. Bachelor's degree or above in Law, International Business Law, Data Protection, Information Security, Software Engineering,
Computer Science, Communications, Mathematics or a related discipline a legal education or strong legal/compliance
background is preferred.
. At least 5 years of relevant experience in in-house legal, compliance, data protection, business compliance, technology
regulatory advisory or international risk management roles.
. Prior experience supporting international operations of technology, internet, digital platform, gaming, consumer technology,
advertising technology or cross-border digital service businesses.
. Strong working knowledge of overseas regulatory frameworks such as GDPR, CCPA/CPRA, COPPA, DSA, cybersecurity and
data protection laws, advertising and platform-related regulations, and other relevant international compliance requirements.
. Professional working proficiency in French is required, as the role supports European and French-speaking market compliance
matters, including regulatory updates, external counsel advice and market-facing compliance materials.
. Excellent bilingual communication skills in English and Mandarin Chinese are required, including the ability to work with China-
based headquarters teams and overseas stakeholders.
. Experience building or improving compliance frameworks, internal policies, risk assessment processes, audit mechanisms,
contract governance systems or data governance controls.
Experience working with cross-functional teams, including business, product, finance, tax, security, legal and external advisors.
. Strong legal research, regulatory interpretation, risk analysis and problem-solving skills, with the ability to convert complex legal
requirements into practical business actions.
. Strong drafting skills, including the ability to prepare policies, risk memos, regulatory updates, internal training materials and
management-facing reports.
. Open-minded, business-oriented, detail-driven and able to work independently in a fast-paced international environment.
Preferred Qualifications
. Demonstrated familiarity with EU legal, regulatory or business environments, gained through education, exchange, training or
professional experience, is strongly preferred.
. Experience serving as or supporting a Data Protection Officer, privacy lead or data compliance project owner.
. Experience in China outbound business, overseas market expansion or international regulatory compliance for Chinese
technology companies.
. Experience with U.S., EU, APAC and Middle East compliance matters.
. Experience managing external counsel and coordinating multi-jurisdictional legal or compliance projects.
. Prior experience in internet content, digital advertising, gaming, consumer technology, SaaS, platform governance, user
protection or minors protection matters.
. Familiarity with contract review, commercial compliance, employment-related documentation, entity governance, internal
investigations or dispute-risk management would be advantageous.
