Job Description

Our client is a fast-growing technology consulting company headquartered in Dubai, providing technology solutions and digital transformation services to clients across multiple international markets. As the business continues to expand, the organization is investing in building a stronger, more strategic Human Resources function to support its rapid growth, attract top talent, and establish scalable people practices.

To support this growth, we are seeking an experienced Human Resources Business Partner (HRBP) Lead who can partner closely with business leaders to build a high-performing organization, drive organizational effectiveness, and develop best-in-class HR strategies, processes, and culture. This is a highly visible leadership role that will play a key part in shaping the company's people strategy and supporting its continued expansion across the region.

Key Responsibilities

  1. Serve as the strategic Human Resources Business Partner (HRBP) for the business, leading the full spectrum of HR functions, including but not limited to: Organizational development and workforce planning, Talent Acquisition, Talent Management and Succession Planning, Learning & Development, Compensation & Benefits, Performance Management, HR Operations & Compliance, Employee Engagement & Company Culture.
  2. Lead end-to-end recruitment across Dubai, Asia, and other international markets by partnering with business stakeholders to attract and retain top talent. Manage the full employee lifecycle, including onboarding, orientation, talent reviews, succession planning, career development, and retention initiatives.
  3. Oversee HR operations and ensure full compliance with UAE labour laws and employment regulations, including: Employment contracts, Attendance and Leave Management, Overtime Administration, Payroll-related Policies, Employee Handbook, Government Compliance Requirements.
  4. Resolution of employee relations and labour disputes
  5. Design, implement, and continuously improve compensation and benefits programs, including salary structures, annual compensation reviews, bonus schemes, and incentive plans aligned with business objectives.
  6. Develop and drive performance management frameworks, including goal setting, performance evaluations, continuous feedback, coaching, and performance improvement plans.
  7. Partner with business leaders and people managers by providing coaching, HR advisory support, and leading organizational change initiatives, culture transformation, and employee engagement programs.
  8. Independently establish and optimize HR policies, processes, SOPs, and documentation to support business scalability while fostering a high-performance and collaborative culture.
  9. Leverage AI technologies and digital HR solutions to enhance HR efficiency, automate processes, strengthen employer branding, improve employee experience, and support long-term organizational development.

Requirements

  • Bachelor's Degree or above in Human Resources, Business Administration, Law, Psychology, or a related discipline.
  • 8–12+ years of progressive HR experience, preferably within multinational corporations, listed companies, or fast-growing technology organizations.
  • Proven HR Business Partner experience supporting business expansion and organizational growth.
  • Strong talent acquisition background with demonstrated success in hiring technical talent for the software or IT industry across Asia and Europe.
  • Solid knowledge of UAE (Dubai) Labour Law, employment regulations, visa processes, payroll administration, and statutory employment practices.
  • Hands-on experience in compensation & benefits, performance management, organizational development, talent management, and employee engagement.
  • Proven ability to independently develop and implement HR policies, processes, systems, and governance frameworks.
  • Fluency in Mandarin Chinese (working proficiency) and professional English, with the ability to communicate effectively with regional stakeholders and manage government documentation and employment matters.
  • Excellent stakeholder management, communication, influencing, and project management skills, with the ability to partner effectively with senior business leaders.
  • High level of integrity, professionalism, and discretion in handling confidential employee relations and labour matters.
  • Experience working with government authorities, labour departments, social insurance institutions, immigration agencies, external HR consultants, or relevant HR certifications will be highly advantageous.
