Job Description

Position Summary

We are seeking an experienced and business-oriented HR Manager to support our growing biotech group of approximately 400 employees. This role will play a key part in talent acquisition, capability development, and HR project execution, partnering closely with leaders across R&D, medical, operations, and other functions.

The ideal candidate brings strong experience in mid-to-senior level recruitment, learning and development, and cross-functional HR project management. This person should be able to understand business needs, translate them into practical HR solutions, and help build a scalable people foundation aligned with the company's stage of growth.

Key Responsibilities1. Talent Acquisition & Workforce Planning
  • Partner with department heads to discuss annual manpower strategy and identify critical capabilities and staffing gaps across functions such as R&D, medical, operations, production, QA/QC, product, and related professional roles.
  • Lead the full-cycle recruitment process for mid-to-senior level and specialized positions, including job scoping, sourcing strategy, resume screening, interview coordination, candidate assessment, compensation negotiation, and offer management.
  • Draft, refine, and optimize job descriptions to ensure alignment with business needs and market competitiveness.
  • Drive effective hiring strategies to attract quality talent for key business functions and support organizational growth.
2. Learning & Talent Development
  • Design and implement onboarding and core training programs based on organizational needs and business development stage, including programs related to GMP, GLP, medical regulations, product knowledge, and other function-specific learning topics as needed.
  • Support managers in leadership development, career conversations, and employee capability building.
  • Track training effectiveness, gather feedback, and continuously improve learning programs.
  • Participate in the development of competency models, learning maps, and talent pipeline/succession planning initiatives.
3. HR Projects, Systems, and Process Improvement
  • Support the institutionalization and optimization of HR processes, including recruitment workflows, interview mechanisms, and training systems.
  • Participate in performance management processes such as KPI / OKR / PIP, and support talent review and internal development planning.
  • Act as HR project lead for selected initiatives, integrating timelines, resources, and cross-functional needs to ensure successful implementation.
  • Work collaboratively with business leaders to strengthen HR practices, improve organizational effectiveness, and ensure practical execution of HR programs.
Qualifications
  • 10+ years of recruitment experience, including hiring for specialized and/or mid-to-senior level positions.
  • 5+ years of experience in talent development or training program design, including onboarding, competency-based learning, leadership development, and training effectiveness evaluation.
  • Strong HRBP-style mindset with the ability to communicate effectively with leaders in R&D, product, and operations, and provide HR recommendations from an organizational perspective.
  • Proven project management capability, with hands-on experience independently driving HR systems, training frameworks, process optimization, or talent development projects.
  • Mature, steady, and collaborative, with the ability to build trust and support managers and teams through a professional and solutions-oriented approach.
  • Experience in the biotech, healthcare, pharmaceutical, or medical device industries is a plus, but not required.
  • Experience in overseas commercial/business hiring is a plus.
People Management Requirement

For candidates applying at a managerial level, the role requires:

  • At least 3+ years of direct people management experience
  • Management of a team with at least 4 members
